In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. SECTION A: Introduction The National Geospatial-Intelligence Agency (NGA) is issuing a Commercial Solutions Opening (CSO) authorized by the Department of Defense (DoD). Under a CSO, NGA may competitively award proposals received in response to a general solicitation, similar to a Broad Agency Announcement (BAA), to acquire innovative commercial items, technologies, and services based on a review of proposals by scientific, technological, or other subject matter expert peers within NGA and their National System for Geospatial Intelligence (NSG) partners. Under this CSO, all items, technologies, and services shall be treated as commercial items. NGA executes projects in service to its NSG partners. This project focuses on the following topic: Foundation GEOINT (FG) Change Detection (CD). Foundation GEOINT is a global geospatial operational framework describing the physical and cultural characteristics of the world. It is a critical part of NGA’s mission to satisfy intelligence, defense, civil and commercial needs with foundation data, innovative products and services – whether delivered through geographic information system-enabled applications or hard-copy map products. NGA content areas supporting the framework encompass the earth sciences, gravity, magnetics, geodetic surveys, elevation, precise imagery, coordinate systems, global navigation satellite systems, topography, cartography, geographic names, human geography, political geography, and safety of navigation for maritime and aeronautical domains. NGA intends to obtain innovative solutions that respond to these requirements. Solutions may include existing technologies or procedures that are not currently in use that would enhance or streamline mission capabilities. “Innovative” is defined as any new technology, process, or method, or any new application of an existing technology, process, or method, as of the proposal submission date. This CSO is exclusively for the attached Topic of Interest (“TOI”). NGA will use a two-step evaluation process (See Section B). SECTION B: Instructions & Procedures for Preparation and Submission of Solutions A. Summary of Requirement 1. The National Geospatial-Intelligence Agency (NGA) is conducting a commercial solution opening (CSO) authorized by 10.S.C. § 3458 and Defense Federal Acquisition Regulation Supplement, Subpart 212.70, Defense Commercial Solutions Opening. NGA intends to solicit Solution Briefs in response to the Topic of Interest (TOI) which NGA may change, amend, open, and close from time to time at NGA’s sole discretion. Interested offerors are encouraged to frequently check this CSO for new or revised TOI. NGA intends to keep this CSO HM04626SC001 open until 14 July 2026; however, NGA reserves the right to close this CSO at any time. 2. In accordance with 10 U.S.C. § 3458(c)(2), any contract or agreement NGA may award pursuant to this CSO shall be Fixed-Price. NGA intends to award commercial contracts in accordance with DFARS 212.7002(b); however, NGA may, at NGA’s discretion, award an Other Transaction Agreement (OTA) in accordance with 10 U.S.C. § 4022. 3. Background: The NGA serves a unique dual role as a U.S. Intelligence Community agency and a Department of Defense (DoD) combat support agency. NGA’s primary mission is delivering Geospatial Intelligence (GEOINT) – the analysis of satellite imagery, maps, and geographic data—to support national security, military operations, disaster relief, and global navigation safety. C. How to Submit a Solution Brief. 1. Prior to the closing date of the published TOI, electronically submit to the person identified in paragraph A.3. of this CSO an unclassified Solution Brief, utilizing the Solution Brief template (Attch3_FG_CD_CSO_SD_Template_20260623). 2. Mark, as appropriate all parts of the Solution Brief considered proprietary. By submitting a Solution Brief, the offeror agrees to DFARS 252.227.7016, Rights in Bid or Proposal Information. 3. The Solution Brief must ‘stand alone’. While the Solution Brief may include references to outside materials, links to website, etc., NGA will not and cannot consider such material. Similarly, NGA will not consider any accompanying slides, sales materials, integrated or outside videos, or the like sent with the Solution Brief. NGA may reject, without
