The NAICS code for this solicitation is 333415 (Small Business Size Standard of 1250 Employees). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Description of Solicitation: This solicitation is for a firm fixed price contract, which consists of requirements for PTAC’s at the Federal Prison Camp (FPC) Yankton, located at 1016 Douglas Avenue, Yankton, SD 57078. The deadline for submitting a response to this combined synopsis /solicitation is June 8, 2026, at 11:30am Central. 52.212-2 Evaluation—Commercial Products and Commercial Services. (a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: 1. Price – The Government will evaluate whether the quoted price is fair and reasonable. 2. Delivery Ability – The vendor’s ability to deliver within the proposed timeframe will be assessed. Deliveries are expected to be at the institution within 30 days of award. (b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s). (c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
