Description
The Department of Veterans Affairs, Southeast Louisiana Veterans Health Care System
(SLVHCS), intends to solicit proposals from contractors, to provide community-based outpatient
care to Veterans being serviced in the Franklin, LA area. The number of Veterans requiring
outpatient care will fluctuate and cannot be adequately determined at this time (estimated that
there is a population of under 1,800 Veterans in the area). The VA anticipates issuing a
solicitation for this requirement on or about 19 November 2026, with a closing date for proposals
on or about 18 December 28, 2026. The solicitation will be available for download from
https://sam.gov. Interested contractors will be responsible for downloading copies of solicitation
(and any subsequent amendments) from that website, and no hard copies will be made available.
The solicitation will provide full information to contractors about the proposal submission
process. Prospective offerors are encouraged to register their interest in the solicitation on the
System for Award Management (SAM.gov) website so that they are notified of the issuance of
the solicitation and any amendments.
The contractor shall provide, at the contractor's facility, all necessary personnel, supervision,
facilities, space, equipment and supplies to provide community-based outpatient care as listed in
the Performance Work Statement. The purpose of the solicitation will be to obtain proposals
from contractors who can provide community-based outpatient care for Veterans receiving care
in and around the Franklin, LA area. The resulting contract will provide for five (5) one-year
ordering periods, exercisable at the discretion of the Contracting Officer. Estimated period of
performance is from 1 April 2027 to 30 March 2033.
The Government will use a best value source selection method and anticipates making an award
of firm-fixed price, indefinite delivery, and indefinite quantity contract for this requirement.
