1 PERFORMANCE WORK STATEMENT (PWS) Arkansas Army National Guard (ARARNG) Medical and Dental Readiness Services 01 September 2026 – 30 September 2027 1.0 General: 1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified as Government Furnished, to perform Medical and Dental Services, as defined in this PWS. The Arkansas Army National Guard (ARARNG) expects the Contractor to provide excellent support by providing the right expertise at the right place at the right time. Mission: The Office of the State Surgeon has the primary responsibility to develop, manage, and execute all medical readiness operations to enhance ARARNG Initiatives. Our Role: To maintain individually ready, properly trained and equipped units, available for prompt mobilization of war, national or domestic emergency, or as otherwise required by state law. 1.2 Background: Individual Medical Readiness (IMR) and Medical Readiness Category (MRC) are the basic principles of force-sustainment for ARARNG forces. Medical & dental health is vital for force health protection and failure to achieve a standard level of medical and/or oral health could preclude a Soldier from deploying. Medical & Dental Readiness is a command responsibility. Department of Defense established a uniform dental classification in HA Policy 02-11. National Guard Bureau (NGB) issued guidance to provide dental treatment to Soldiers outside of alert phase of the Soldier Readiness Model (SRM) by issuing NGB-ARS detailing the Army Selected Reserve (SELRES) Dental Readiness System (ASDRS) policy. DoD policy requires dental screening examinations and remediation to be accomplished and documented on 90%+ of service members. Members of the ARARNG shall receive an annual dental screening examination to determine their dental classification. Soldiers are eligible for Dental Treatment if they are Class 3 Status from examination. Soldiers outside of alert status are also eligible for treatment if they are a Class 3 Status from examination. It is essential to provide Dental Treatment that may be required at the MEDICAL/DENTAL READINESS & SRP site to ensure the highest Dental Deployable Rate for the Non- Mobilizing & Mobilizing Soldiers. Department of The Army established a requirement for a routine, annual Periodic Health Assessment (PHA) to be conducted for all members of the Active Duty and the Selected Reserves. This program focuses on optimizing the health and wellness of Soldiers. 1.3 Period of Performance (PoP): The Period of Performance shall be 12 Months. 1.4 General Information: 1.4.1 Place and Performance of Services: The contractor shall be prepared to provide services at the locations listed (Technical Exhibit 3). Events will be scheduled Monday through Friday and or on Saturday and Sunday, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar -- 1 of 33 -- 2 Government-directed facility/installation closings. Performance shall be at predetermined locations throughout the state of Arkansas (Technical Exhibit 3). Contractor shall be able to respond within a minimum of 3 days’ notice anywhere within the state of Arkansas. Event operation hours shall be in three-hour blocks up to four consecutive blocks not to exceed four consecutive blocks per day unless special arrangements are made. Physical addresses will be provided to contractor upon determination of event need and will be provided in each delivery order. The contractor shall always maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is not closed for the above reasons. 1.4.1.1 Telework: Not authorized. 1.4.1.2 Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges. 1.4.1.3 The contractor’s employees shall become familiar with and obey the regulations of the installation, including fire, traffic, safety, and security regulations while on the installation. Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All contractor employees shall carry proper identification with them at all times and shall be subject to such checks as may be deemed necessary. The contractor shall ensure compliance with all regulations and orders of the installation, which may affect performance. The Government reserves the right to direct the removal of an employee from Government property or revoke access to Government systems for misconduct, security reasons, or any overt evidence of communicable disease. Removal of contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract. 1.4.2 Recognized Holidays: The following are recognized United States (US) holidays.
