MARKET_RESEARCH_SURVEY FY2026_SENIOR_LEADER_IMMERSION_COURSE (SLIC) Contracting Office Address: AFDW/PK Contracting Directorate, 1500 W. Perimeter Road, Joint Base Andrews MD 20762. 1. PURPOSE THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP), a Request for Quote (RFQ) or a promise to issue either in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not seeking proposals at this time and will not accept unsolicited proposals. Vendors are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP that may be issued. 2. OBJECTIVES One objective of this RFI is to identify potential vendors (large, small, and socioeconomic concerns). Vendors are also encouraged to provide information regarding plans to use joint venturing (JV), partnering or consortiums to meet the requirements areas contained herein. Details pertaining to the entire scope of work are contained in the attached Draft Performance Work Statement (PWS). A second objective is to engage industry to identify risks and opportunities, provide recommendations and other insights as it pertains to the acquisition and the work contemplated in the PWS. 3. BACKGROUND Leadership in the USSF requires a specialized, technical, and warfighting mindset focused on out-thinking and out-maneuvering adversaries. While grounded in foundational Department of War (DoW) leadership competencies, USSF leaders must prioritize space superiority, competitive endurance, and joint force integration. The USSF SLIC Pilot provides a targeted orientation to ensure general officers and civilian executives are prepared to dominate the space domain and navigate the strategic, political, and acquisition landscapes of the national security environment. The scope includes a full range of technical, functional, and managerial expertise to support the development, sustainment, and facilitation of the USSF SLIC Pilot. The goal is to prepare newly confirmed USSF General Officers and newly selected Senior Executive Service civilians to assume executive roles, operate in a complex strategic environment, and lead the USSF in securing the space domain.
