1. SCOPE: The work covered in these specifications consists of furnishing all labor, materials,
vehicles, equipment, tools, supervision, and administration required to perform protective coating
maintenance as described herein (except Government-Furnished materials) for the execution of
painting and application of protective coatings; pavement markings applicable to existing roads,
existing parking lots at Scott AFB, IL. The Contractor is responsible for accomplishing all items
of work in accordance with the technical exhibits, specifications and provisions of the contract.
Any sundry labor, materials, equipment and/or appurtenance not specifically detailed or specified,
but required to complete the project, shall be provided as an integral part of scope of work here in
specified.
1.1 Contractor shall execute protective coatings maintenance, and localized pavement markings
services for various Base facilities, pavements located on Scott AFB.
1.1.1. Localized pavement markings services means: layout and/or marking for small area
parking lots and small area roadway surfaces. Typical but not limited to: small areas will
be less than 1,000 square feet for parking lots and less than 2,500 linear feet for roadways.
1.2 The Government reserves the right to accomplish similar work (as identified within this
contract) by other means when associated with a Military Construction (MILCON) project,
Multiple Award Construction Contract (MACC), (MATOC) or when executed by Self-Help.
2. APPLICABLE PUBLICATIONS
2.1 Work shall comply with Environmental Protection Agency (EPA) Regulatory Laws, The
Occupational Safety and Health Administration (OSHA) 1915 series Regulations, Military Surface
Deployment and Distribution Command Transportation Engineering Agency (SDDCTEA)
Pamphlet 55-17, Better Military Traffic Engineering, including Addendum to Pamphlet 55-17,
Crosswalk Warrant and Guidelines, American disability Act (ADA) regulations, and American
Society for Testing and Materials (ASTM) specifications and follow the Scott AFB architectural
compatibility plan.
3. HOURS OF WORK
3.1 Unless otherwise approved by the Contracting Officer, all work shall be accomplished
between the hours of 7:30 a.m. to 4:30 p.m. daily except weekends and federal holidays.
4. CONTRACT DATA
4.1 The various work sites may be in use or occupied during the on-site work period.
4.2 Scheduling of Work: All requests for work shall be processed by the Civil Engineer Project
Manager.
4.3 Establishment of “Free-Zone”: When work under this Contract is to be accomplished in a
controlled access area, the Government will establish a “Free-Zone” or will provide security
escorts as required.

4.4 Security FPCON Level Impact: Scott AFB Security Forces may incorporate various
‘FPCON’ levels which impact the ability of the Contractor to perform work. FPCON levels may
vary from Alpha (the least restrictive) through Bravo and Charlie, to Delta (the most restrictive)
depending upon the current base-wide potential security threat. Access onto the Base may be
limited during increased FPCON levels, which may impact contract operations. All prudent
measures will be implemented by the Contracting Officer to ensure continuity of contractor
operations during increased FPCON levels.
5. MATERIAL SUBMITTALS
5.1 The Contractor may be asked to submit work plans, samples, brochures, manufacturer’s data,
shop drawings and/or certificates of materials to the Contracting Officer (in accordance with
project specifications) for approval prior to their installation utilizing AF Form 3000. If the
material submittals provided are in variance from the contract requirements, the Contractor shall
describe such variations in writing at the time of submission and request a variance. Failure to
provide such notification will not relieve the Contractor from his responsibility of meeting the
contract specifications regardless of whether or not the submittal is approved by the Government.
All the material submittals from the same specification section shall be submitted at the same time.
Submittal requirements indicated on each AF Form 3000 shall be limited to an individual
specification section and not grouped with others of different sections. If the submittal requirement
is listed on the drawings, all material submittals of like work shall be submitted simultaneously
and with all corresponding specification sections. Failure to submit all material submittals at the
same time will be cause for rejection.
6. WASTE DISPOSAL
6.1 All spoil, waste and debris removed from the work site and not specified for reuse or
identified as salvageable items shall become the responsibility of the Contractor and shall be
disposed of off-base in areas authorized by the applicable county and/or state agencies and in
accordance with current rules and regulations governing the disposal of solid waste. Disposal of
hazardous waste shall be in compliance with local, state and federal standards and coordinated
with 375 CES (Environmental). Disposal fees and sundry changes shall be paid by the Contractor.
7. SAFETY
7.1 All work shall be accomplished in accordance with OSHA 29 CFR 1910, OSHA 29 CFR
1926 and applicable AFOSH Standards.
8. SAFETY CONES/BARRICADES
Standard orange safety cones are authorized for use on a temporary basis only. The use of safety cones (regardless
of color) is limited to short-term duration not exceeding one workday. Sawhorse type barricades (white with orange
banding) is the only allowed safety barricade
