BACKGROUND INFORMATION The National Institute of Standards and Technology (NIST) Transportation Program is a part of the NIST Facilities Services Division, and it is responsible for providing a variety of vehicles to NIST employees to accomplish various missions. One of these missions is to transport large freight to many buildings across NIST campus with varying dock heights. NIST’s Transportation Program is charged with ensuring all this can be accomplished in a safe manner. II. PURPOSE NIST requires firm-fixed-price commercial repair services for its 2018 International MV607 SBA, VIN 1HTEUMMM9KH613305. The Contractor shall provide all labor, parts, materials, tools, fluids, shop supplies, equipment, and incidentals necessary to complete the repairs described in this SOW. The Contractor shall be manufacturer-certified or otherwise authorized/qualified, as applicable, to perform the required repairs and provide warranty-supported parts and service capabilities. PLACE OF PERFORMANCE The work shall be performed at the Contractor’s Site. PERIOD OF PERFORMANCE The period of performance is to be completed 14 calendar days after the Contractor receives the vehicle. III. SPECIFIC REQUIREMENTS TASKS Contractor shall confirm diagnosis. If the diagnosis is incorrect or additional repairs are required, the Contractor shall notify the Contracting Officer and Government technical point of contact in writing. The Contractor shall not perform additional work or incur additional costs outside the scope unless authorized in writing by the Contracting Officer. Task 1 – Replace Input Shaft Seal The contractor shall: 1.1 Remove Transmission to gain access 1.2 Replace Input Shaft Seal 1.3 Reinstall Transmission 1.4 Steam Clean Unit 1.5 Conduct a Road Test Task 2 – Replace LL-800 Hoist Cylinder under the Bed -- 1 of 3 -- 2 | P a g e The contractor shall: 2.1 Remove inoperable LL-800 Hoist Cylinder 2.2 Install new LL-800 Hoist Cylinder 2.3 Replace Williams Machine & Tool Valve Assembly Gasket 2.4 Replace Williams Machine & Tool Breather Cap 2.5 Replace Williams Machine & Tool WCR-3 Valve Assembly 2.6 Replace Williams Machine & Tool Safety Stickers 2.6.1 1843 Sticker 2.6.2 1840 Sticker 2.6.3 10812A Sticker Task 3 – Warranty The contractor shall provide a manufacturer’s warranty. Standard warranty should include certified repair or replacement of defective products or components resulting from the manufacturing process, not including normal wear and tear. Government Responsibilities: Transport 2018 International to the contractor’s site. Upon award of this requirement, the Government will provide the Contractor with all access to all equipment and resources needed in the performance of this requirement. Inspection & Acceptance In addition to the inspection and acceptance terms articulated in the specific FAR clause that allows the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense. Performance Tests: 1. Full Operations test NIST may choose at its discretion to forego this part of acceptance testing. A visual inspection of the equipment will be performed by the NIST POC to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment. Ownership of the equipment shall transfer to NIST upon acceptance by the Government. The Government will test, inspect, and accept or reject the equipment within 5 business days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance -- 2 of 3 -- 3 | P a g e specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document. V. This section applies to deliverables which must be reviewed and approved for acceptances (e.g., draft plans, drawings, etc.) VI. PAYMENT SCHEDULE Define how the contractor will be paid if more information besides what is included in the payment clause is needed. If firm-fixed-price construction, for example, it may warrant further definition. The Contractor will be paid, in accordance with the payments clause in the contract and as otherwise noted in this document, upon receipt of a proper invoice. 1. 100% after repairs are completed and acceptance by the COR and operational tests are completed, AND 2.
