Supply ready-mixed concrete, delivered to site for GAOA Pactola Reservoir Boat Ramp Concrete Delivery
General Information
1.0 Scope of Work
Supply and deliver 76 cubic yards (CY) of ready-mixed concrete to Pactola Reservoir Boat Ramps.
60 CY delivered on two different dates with 30 CY for each delivery to the Pactola Reservoir North Boat Ramp. 44°04'57.9"N 103°30'04.2"W, in Pennington County, South Dakota.
16 CY delivered to the Pactola Reservoir South Boat Ramp.
44°03'59.1"N 103°30'04.4"W, in Pennington County, South Dakota.
Supplier shall deliver ready-mixed concrete to the project location for placement by Forest Service employees.
This is a supply contract only.
Ready-mixed concrete is to be delivered to the site as requested by the Contracting Officer as the project need is scheduled. Specific delivery dates will be coordinated between the COR and the Contractor, for each delivery, a minimum of 4 days prior to delivery.
Delivery date is expected to be between September 10th and November 20th, 2026.
Concrete shall be delivered to the project site on three dates as requested by the Contracting Officer.
2.0 Background
The Pactola Boat Ramp Repair project is funded by the Great America Outdoors Act (GAOA) Legacy Restoration Fund. The project includes the extension of the concrete boat ramp at the Pactola North Boat Ramp and Pactola South Boat Ramp site in Pennington County, SD. The work of the project is to be performed by Forest Service personnel.
Due to the quantity of ready-mixed concrete needed for the Pactola Boat Ramps extension, this simplified acquisition supply contract is needed.
The exact date for ready-mixed concrete to be supplied and delivered is not determined. It is expected to be between September 10th and November 20th, 2026.
Supplier’s Requirements
3.0 Technical Requirements / Tasks
Supplier is to provide and deliver 4000 psi ready-mixed concrete with 5.0 – 7.5% air entrainment and 1 - 4” slump to the Pactola North Marina in the quantities requested by the Contracting Officer.
It is expected there shall be 3 deliveries, with each delivery on a separate date.
Suppliers shall be permitted to perform concrete washout at location on site designated by the Contracting Officer’s Representative.
4.0 Material Technical Specifications
Concrete Materials:
Cementitious Materials: Use the following cementitious materials, of the same type, brand and source, throughout the Project.
Portland Cement: SD DOT Section 750 and ASTM C150, Type I-II, gray.
Fly Ash: SD DOT Section 753 and ASTM C618, Class F
Normal-Weight Aggregates: In accordance with the quality and gradation requirements of SDDOT Sections 800 and 820 and ASTM C33, coarse aggregate, uniformly graded. Provide aggregates from a single source.
Maximum Coarse- Aggregate Size: ¾ inch nominal (Size #1A).
Fine Aggregate: Free of materials with deleterious reactivity to alkali in cement.
Do not use fine or coarse aggregates containing substances that cause spalling.
Water: SDDOT Section 760 and ASTM C94 potable.
Admixtures
General: Admixtures certified by manufacturer to contain no more than 0.1 percent water-soluble chloride ions by mass of cement and to be compatible with other admixtures. Admixtures shall be listed on the SD DOT Approved Products List.
Air-Entraining Admixture: SDDOT Section 751 and ASTM C260.
Chemical Admixtures: SDDOT Section 752. Provide admixtures certified by manufacturer to be compatible with other admixtures and to contain not more than 0.1 percent water-soluble chloride ions by mass of cementitious material.
Water-Reducing Admixture: ASTM C494, Tye A
Retarding Admixture: ASTM C494, Type B.
Water-Reducing and Retarding Admixture: ASTM C494, Type D
Water-Reducting and accelerating Admixture: ASTEM C494, Type E.
High-Range, Water-Reducing Admixture: ASTM 494. Type F
High-Range, Water-Reducing and Retarding Admixture: ASTM C494. Type G.
Plasticizing and Retarding Admixture: ASTM C1017, Type II.
Concrete Mixtures
Prepare design mixes, proportioned according to ACI 211 and ACI 301, for each type and strength of normal-weight concrete determined by either laboratory trial mixes or field experience.
Use a qualified independent materials testing and inspection agency for preparing and reporting proposed mix designs for the trial batch method.
Proportion mixes to provide concrete with the following properties.
Compressive Strength (28 days): 4,000 psi
Maximum Water-Cementitious Materials Ratio at Point of Placement: 0.44
Slump Limit: 4 inches maximum.
Minimum 564 lb. Cement per cubic yard.
Add air-entraining admixture at the manufacturer's prescribed rate to result in concrete at point of placement having an air content of 5.0 percent to 7.5 percent.
Limit water-soluble chloride-ion content in hardened concrete to 0.15 percent by weight of cement.
Chemical Admixtures: Use admixtures according to the manufacturer’s written instructions.
Use water-reducing and plasticizing admixtures in concrete, as required, for placement and workability.
Use water-reducing and retarding admixtures when required by high temperatures, low humidity, or other adverse placement conditions.
