National Park Service, Glacier Bay National Park & Preserve, Technical Specifications Attachment, Sections 1 – 6. 1 Describing the Equipment Requested for Purchase: 20’ HDPE Harbor Boat 1. General Description of the Equipment: 20’ harbor boat shall be an HDPE, partially enclosed center console design. The crafts’ design and construction (hull, machinery, and electrical systems) shall comply with USCG and ABYC regulations where applicable. Detailed drawings will be submitted for approval prior to construction. Unit shall be delivered as a completed, fully functioning response vessel. The vessel shall be constructed with emphasis on accessibility to systems for long-term ease of maintenance as well as purpose suitability. To qualify for consideration each of the following Salient Characteristics (Section 2: 2.1 through 2.6) shall be met or bettered. 2. Equipment Salient Characteristics: 2.1 Hull shall be constructed from welded HDPE sheet material. Material shall be first use material (no recycled material), color gray. UV stabilized & weldable. PE 100 (or equal). Hull Package: 2.1.1 Length: 20’minimum approximate 2.1.2 Beam: 8.5 – 9 feet 2.1.3 Transom Deadrise: 10-12 degrees 2.1.4 Enry Deadrise: 22-25 degrees 2.1.5 Bottom plating: 20mm, minimum 2.1.6 Side Plating: 15mm minimum 2.1.7 Deck Plating: 20mm minimum 2.1.8 Frame Spacing 24” maximum 2.1.9 Hull shall include a minimum of three (3) structural bulkheads; the forward collision bulkhead shall be watertight; the aft bulkheads shall be limbered for drainage via bilge pump. 2.1.10 Inspection hatches shall be installed to provide access to all below deck bilges and tanks 2.1.11 Five (5) cleats shall be installed. (2 aft, 2 amidship, 1 at bow) 2.1.12 A double padeye shall be welded on centerline of the bow. 2.1.13 All fastening hardware used shall be 316 Series Stainless Steel -- 1 of 5 -- National Park Service, Glacier Bay National Park & Preserve, Technical Specifications Attachment, Sections 1 – 6. 2 2.2 Hull Outfitting: 2.2.1 One (1) 1/4" x 4" (minimum dimension) Beaching wear plate shall be installed on the forward keel section. 2.2.2 Open scuppers installed flush with the deck, shall create a self-bailing main deck. Drains and scuppers shall be sized and installed in accordance with ABYC deck drainage requirements. 2.2.3 Self draining storage and tie rails shall be incorporated into the gunnel along the port and starboard side of the main deck. 2.2.4 Bow step/anchor storage shall be installed forward to accommodate anchor system and be self-draining 2.2.5 4. Heavy duty rub rails shall be mounted along the top of the gunwhale 2.2.6 Heavy duty tow post shall be mounted on centerline as far aft as possible 2.2.7 Engine crash guards shall be mounted on the transom It shall have bull horns for towing 2.2.8 A dive door shall be provided on the fuel fill side of the vessel 2.2.9 A roller shall be provided on the bow in line with the forward cleat to keep the anchor line from chaffing 2.2.10 A Splash board or full transom shall be provided to prevent water coming over the stern 2.2.11 Vendor shall provide anti-skid coating or mat decking applied to deck and top of gunwhale from midship to stern 2.2.12 A pair of electric or hydraulic-actuated trim tabs shall be installed with controls at helm 2.4 Fuel System: 2.4.1 Tank(s) shall have a capacity to provide 200 miles cruising range minimum. Fuel tank(s) to be non-integral and shall be installed complete with fill, vent, 12V sender and fuel level gauge on console. 2.4.2 Fuel fill shall have a catch basin to prevent spills during refueling. Catch shall have a cover to prevent snow accumulation 2.4.3 Fuel filter/water separator shall be installed according to manufacturers recommendations. It should be complete with fuel tank suction/return valves for fuel management, selectable shut off valves for servicing without interruption and Water in Fuel (WIF) alarm. 2.4.4 Fuel system shall comply with U.S. diurnal emission standards. 2.5 Wheelhouse/ Center Consol: 2.5.1 A walk around wheelhouse shall be installed on centerline. It shall be partially enclosed and integrated into a leaning post aft. Access to decks will be to port and starboard 2.5.2 A control console with angled face and an overhead radio bar shall be installed in the wheelhouse. The design will allow the operator to easily steer while both sitting & standing. Access to the -- 2 of 5 -- National Park Service, Glacier Bay National Park & Preserve, Technical Specifications Attachment, Sections 1 – 6. 3 console shall be provided by an access panel on the forward side of the console for ease of maintenance and future upgrades. Integrated storage shall be provided in consol with at least one enclosed glove compartment. 2.5.3 One (1) Cup holder shall be installed at the console. 2.5.4 Grab rails shall be installed inside and or along the wheelhouse. 2.5.5 One (1) Bench seat/leaning post shall be installed for operator and deck hand. Vendor shall provide as much integrated storage as feasible 2.5.6 A Footrest shall be incorporated below seat or on console. 2.6.7 Water resistant wire/cable chase way from console to engine box shall provide spare room for future considerations 2.7.8 Roof shall have a low profile radar arch or mounting pad 2.11 Anchoring System: 2.11.1 Vessel will include Storage for a 20 lb anchor with 30’ of chain and 150’ of ½” line. Anchor and rode will be provided and installed by government 2.13 Electrical system: 2.13.1 The vessel’s electrical system shall be 12vDC, electrical systems shall be constructed to meet or better ABYC standards listed in ABYC E-11, 2023 technical amendment 2.13.2 All electrical cable shall be marine grade copper tinned boat cable and labeled for each circuit at terminations. Cables should be routed in wireways wherever possible. Wherever exposed to potential damage, cables shall be protected with rubber.
