Performance Work Statement GLS Administration Building A/C Repair 1. Scope: The contractor shall provide all labor, supervision, tools, equipment, and materials (except as otherwise provided) necessary to perform the following services on the existing air conditioning system at the GLS Administration Building:  Currently Trane CRHM300A-4HAT 30-ton, 208V 3-phase compressor is inoperable due to no refrigerant in the system.  Troubleshoot and determine extent of leaks and repair.  Reservice with R-407C refrigerant.  Continue to troubleshoot the system and return Trane CRHM300A-4HAT 30- ton, 208V 3-phase compressor back to operational service.  Perform a complete leak test and evaluate system integrity.  Clean condenser unit.  Evaluate system for cause of excessive head pressure.  Perform startup and operational testing to ensure proper performance. 2. Place of Performance All work shall be performed at: GLS Administration Building Great Lakes St. Lawrence Seaway Development Corporation 180 Andrews Street Massena, NY 13662 3. Performance Requirements:  Work must comply with all applicable local, state, and federal HVAC and refrigerant handling regulations, including EPA 608 refrigerant recovery and recordkeeping requirements.  All work must be performed by licensed HVAC technicians certified to handle R- 407C refrigerant.  The contractor shall use industry best practices and manufacturer guidelines for all system testing, recovery, and component replacement. 4. Government-Furnished Property None. The contractor shall furnish all tools, materials, equipment, and labor required to perform the work. -- 1 of 2 -- 5. Period of Performance Work shall be completed within fifteen (15) business days from notice to proceed. On-site work shall be scheduled and coordinated with the COR to minimize disruption to building operations. 6. Deliverables The awarded contractor will be required to submit the following documents: • Documentation of refrigerant, test results, and system performance post-repair. • Completion report outlining work performed, parts replaced, refrigerant balance, and technician certification(s). 7. Point of Contact The Contracting Officer’s Representative (COR) will be designated upon award.
