Green River Lake Boundary Marking and Maintenance

Special Instructions: This Request for Proposal (RFP) is for the contractor to preform boundary marking and maintenance at Green River Lake, in accordance with the attached Scope of Work (SOW). The contractor’s work and responsibility will include all planning, programming, administration, management, supervision, communications, and inspection necessary to ensure that all work is conducted in accordance with the contract requirements and all applicable Federal, State and Local laws and regulations. All work will be performed in strict compliance with the attached specifications and all other terms and conditions incorporated herein. The Contractor shall begin work within 10 days of the Notice of Award. All the completed work shall be completed at Green River Lake within 266 calendar days from Notice of Award. One award will be made with this Solicitation. Location: Green River Lake 544 Lake Road Campbellsville, KY 42718 This procurement is 100% set-aside for Small Business, NAICS 561730 (Size Determination $9.5M). Method of Payment under this contract will be Electronic Funds Transfer (EFT) to a commercial bank account specified by the Contractor. One award will be made from this Solicitation. Effective June 29, 2018 vendors creating or updating their registration can have their registration activated prior to the approval of the required notarized letter. Note: Page numbering in this document may not be accurate. -- 1 of 9 -- Bid Sheet Base for inspection and marking of boundary line = 75 miles Scope of Work Maintenance of Boundary Line U.S. Army Corps of Engineers Green River Lake 544 Lake Road Campbellsville, KY 42718 SPECIFICATIONS MAINTENANCE OF BOUNDARY LINE I. GENERAL. The work shall consist of inspecting and marking sections of the Government fee boundary line at Green River Lake located in Taylor and Adair counties. The Government will provide copies of segment maps of the work area as needed by the Contractor as the work progresses. The Contractor shall provide all personnel, boundary paint, tools, equipment, and transportation needed to perform this work. Plastic boundary sleeves and placards will be furnished by the government. The contractor inspection and marking of boundary line is to be completed by March 31, 2027. II. WORK TO BE COMPLETED. Mark the existing project fee boundary line with paint, or in areas designated by the government, boundary placards. Boundary placards are typically used in lieu of painting when the boundary line is following a road right of way. The contractor will keep field notes and records of boundary line marked and boundary points. Points on the fee line are marked in the field with typical USGS type brass monuments and posts with survey pins. The monuments are stamped with numbers, which correspond with monument numbers shown on project segment maps. In addition, each monument location and points on line are marked with metal monument posts, which are standard "farm type" T-shaped metal fence posts, which have been painted red. In these situations, a compass (Ranger type or similar) can be used to locate the fee line direction of travel by using the bearings noted on the segment maps provided by the government. Once the compass has been used to determine the direction of travel and previously painted trees or posts are not visible; the contractor will proceed forward (without painting trees) looking for the next monument post or previously painted trees that will verify that the direction of travel is correct. Once correct direction of travel is known, the contractor will have to backtrack to paint trees (according to distance specifications) that may have been passed while searching for the correct line of travel. a.
