Performance Work Statement (PWS) 1. Description of work: Provide Group Aerobic Classes SCOPE OF WORK: The contractor shall supply all personnel, portable sound system, headset, tools, materials, supervision and other items necessary to offer group exercises classes as set forth in this PWS at Patrick Space Force Base (SFB), Florida. The contractor shall perform to the standards in this contract will provide the expertise needed to operate aerobics schedule at PATRICK SFB Fitness Center for the current year and 4 available option years. a. Location & Amount: Provide a variety of fitness or wellness classes at PATRICK SFB not to exceed 500 classes per contract year. The following breakout is a description and amount of each class type required for each year: 50-100 Classes of each: Yoga- (stretch, flow, power, or equivalent) classes which focus on stretching, flexibility and balance High-intensity interval training (HIIT, or equivalent)- exercise for shorter periods of extremely demanding physical activity combined with even shorter rest periods to maximize calorie burn. Power Cycle (or equivalent) - intense indoor cycling class designed to boost cardiovascular endurance. Cardio/Pop Dance (or equivalent )- upbeat dance class inspired by popular music to improve coordination and cardiovascular health. Pilates (or equivalent)- focuses on controlled movements to strengthen the core, improve posture and enhance flexibility and muscle tone Total Body Pump (or equivalent)- a barbell-based resistance training workout designed to sculpt and tone Body Conditioning (or equivalent)- workouts combining resistance training, cardio intervals and core work to build muscle and improve endurance 2. Personnel a. The contractor will recruit, and schedule qualified instructors who possess at a minimum a current national certification from one of the following certification institutes in cycling: The Cooper Institute, National Exercise Trainers Association (NETA), American Fitness Professionals Association (AFPA), American Aerobic Association International/International Sports Medicine Association (AAAI-ISMA), Spinning, FiTOUR, -- 1 of 4 -- Body Training Systems (BTS), American Sports and Fitness Association (ASFA), Personal Training Institute of America (PTIA) or any other Air Force Services Activity (AFSVA) recognized institution. All instructors must possess a current American Red Cross or American Heart, Cardiopulmonary Resuscitation, (CPR) and Automated External Defibrillator (AED) card and First Aid Card. All required instructor certifications and liability insurance naming PATRICK SFB in the minimum policy of $100,000.00 must be current and valid and on file at the fitness center and local contracting office prior to commencing work. The contractor will maintain certifications and insurance throughout the entire period of performance. All instructors must be familiar with the fitness center emergency action plan (EAP). The contractor will coordinate with the Fitness & Sports Manager (FSM) for the EAP introduction. b. The contract manager will be responsible for the performance work statement (PWS). The name of the contract manager and the alternate(s) will be designated in writing to the contracting officer and the (FSM). c. Contract personnel shall present a neat appearance and be easily recognizable. Dress shall always conform to base standards. d. The aerobics contractor is reminded that employment of Off-Duty Military Personnel are subject to guidelines set forth in the NONAPPROPRIATED FUND PERSONNEL PROGRAM MANAGEMENT AND ADMINSTRATION PROCEDURES GUIDE Section 3.8, paragraphs 3.8.1 through 3.8.4.1. 3. Quality Control a. The head contractor of the group aerobics contract shall ensure that all work performed under this PWS meets the quality standards established in paragraph 8. b. The head contractor is responsible for obtaining the proper pass and identification for instructors that will allow access to base to facility in accordance with all applicable local Security Forces policies and or procedures. 4. Physical Security The contractor shall be responsible for safeguarding all government equipment provided. 5. Hours of Operation a. Classes will be conducted weekly, (Monday-Friday) between the hours of 0500 –2000 hours totaling up to 500 classes per contract year. Length of class instruction will be 45- 60 minutes long, and must comply with Air Force Standards list in IAW AFI 34-266. b. The aerobics class type and time will be mutually agreed upon, between the fitness center staff and the contractor. Contractor will provide a draft schedule/program of classes and will execute said schedule upon approval by the fitness center. -- 2 of 4 -- 6. Conservation of Utilities The contractor shall instruct their employees that when class instruction is completed all utilities should be turned off, per Fitness & Sports Managers’ internal policy and procedures. 7. Government Furnished Utilities and Services The government shall provide without cost to the contractor the utilities and room/floor space necessary to accomplish the tasks specified in this PWS. 8. Specific Tasks a. Ensure that certified aerobics instructors are available to conduct scheduled classes as specified in paragraph 5a and 5b. b. The contractor will provide the necessary portable sound system and supplies required for a headset for class instruction. c. Provide the FSM or appointed fitness center representative with a copy of each instructor’s certifications. d. If a class cannot be conducted or the instructor is delayed the FSM or appointed fitness center representative must be informed at least 30 minutes prior to the scheduled start of class. If the FSM or appointed representative cannot be informed with sufficient notice, they must be informed immediately. e. Contract manager will ensure instructors are briefed on current trends of instruction to include updating and upgrading music selection to ensure selection is appropri
