Weapons Synthetic Training System For
LCSRON ONE
1.0 Introduction.
1.1 Commander, Naval Surface Force, Pacific (COMNAVSURFPAC) is responsible for manning, training and equipping over 94 warships and fleet support units. Surface Force cruisers, destroyers, and littoral combat ships maintain constant readiness to engage enemy land targets, aircraft, ships, and submarines. Surface Force amphibious ships, with embarked U.S. Marines, project Sea Power ashore with helicopters, amphibious track vehicles, air cushion landing craft, and assault craft.
1.2. COMNAVSURFPAC is responsible to ensure sailors are able to perform critical Anti-Terrorism/Force Protection (AT/FP). The Ship Security Forces (SSF) onboard these ships require weapons qualifications and semi-annual sustainment qualification training in accordance with (IAW) OPNAVINST 3591.1G (Small Arms Training and Qualifications) to perform the mission. OPNAVINST 35911G encourages the use of simulator systems for virtual firearm training to be used to develop and certify team firearm proficiency and individual firearm qualifications prior to live fire drills.
1.3. A Weapons Synthetic Training System is essential to sustaining small arms weapons training and maintaining certifications required to conduct force protection functions of warships in port and shore based units.
2.0 Mission. COMNAVSURFPAC is responsible for manning, training, and equipping the Pacific Surface Force to enable prompt and sustained combat operations at-sea and to project power ashore. Enabling this mission requires Surface Force sailors to maintain proficiency in the use of small arms to provide force protection of units in port.
3.0 Objectives
3.1. Establish a Weapons Synthetic Training System (WSTS) that enables sailors to develop proficiency in small arms weapons handling and employment while in port major fleet concentration areas of San Diego, CA.
3.2. The WSTS must support sustainment training and certification for armed watch standers on the following weapons: M18 pistol, Rifle (5.56mm), light, and heavy machine guns (7.62mm & .50 Cal).
3.3. The WSTS will significantly reduce cost of conducting training and certification through significant reduction in expenditure of live ammunition.
3.4. The WSTS will be capable of quickly rolling out new fleet-wide standardization (e.g., CAT III) or enhancement in training capabilities without the risk of resources or capability constraints that
may be present for each location.

5.0 Performance Requirements. This section describes the activities required to be performed in this contract. The Contractor shall provide one or more of the types of activities in this Performance Work Statement (PWS) to meet the requirements and performance objectives.
5.1. The Contractor shall provide ongoing technical support and services to ensure all necessary software, hardware, and components are fully functional throughout the entire period of performance in accordance with paragraph 6.2. The ongoing technical support and services shall begin immediately after installation of software, hardware and related components.
5.2. The WSTS must have wireless capabilities; the system will not require connection to any Navy-Marine Corps Internet (NMCI) NIPR/SIPR systems.
5.3. Contractor shall have Department of the Navy (DoN) approved courses of fire included in their preloaded software. This includes training for CAT I and II, but also CAT III and IV combat qualification courses, and decision-based engagement drills specifically designed for the LCSRON ONE Forces.
5.4. The Weapons Synthetic Training System (WSTS), comprised of human performance optimization software, hardware and related components, must include a family of systems, at or above Technology Readiness Level (TRL) 9 and Manufacturing Readiness Level (MRL) 10, must be currently in use at Department of Defense (DoD), interagency and international training facilities, and must be able to provide small arms training at volumes ranging from individual sailors up to 15-20 sailor trainees at a time and 60 sailor trainees in a training day.
5.4.1. The Contractor shall be fully prepared to deploy, install, and maintain systems via an onsite FSR and 24/7 remote support as required by the U.S. Navy’s designated sites.
5.4.2. The system shall employ human performance methods for marksmanship and combat training and employ the 5 pillars of HPO; cognitive coherence, motion coherence, emotional modulation, short and long term memory, and adaptability to stress.
6.0 Period of Performance. Period of Performance required annually from 30 September 2026 to 29 September 2027 with four option years.

7.0 Place of Performance
7.1 Performance will take place at three government facilities located in San Diego, CA..
