Part 1: Scope:
Part 1 of the Statement of Work (SOW) defines the project-specific scope and technical
requirements for the installation of new passive security barriers at Pease Air Force
Base.
1.0 Scope of Work
This SOW governs the performance of work associated with the installation of a
Modified.Midwest.Guardrail.System.FS30 P1 Rated passive guardrail barrier located at
Pease AFB. The work shall adhere to all applicable DoD and Air Force security
standards to enhance the force protection posture of the installation.
2.0 Background
In accordance with DoD and U.S. Air Force directives, Pease AFB is implementing
additional physical security measures to enhance its anti-terrorism and force protection
capabilities. This project is mandated by the principles outlined in UFC 4-010-01, DoD
Minimum Antiterrorism Standards for Buildings, which requires robust perimeter security
to protect personnel and critical assets. The installation of rated vehicle barriers at key
access points is a fundamental component of a defense-in-depth strategy, designed to
prevent unauthorized vehicle access and mitigate potential vehicle-borne threats, as
further detailed in UFC 4-022-01, Security Engineering: Entry Control Facilities/Access
Control Points.
3.0 Existing Site Conditions
The guard rails will be installed along the primary roadways leading into the main post
area of Pease AFB. The installation must integrate with the existing infrastructure while
providing a clean, professional, and aesthetic appearance suitable for a main entry
point. The immediate area consists of grass and topsoil adjacent to the main road and
associated walkways. Critical subsurface infrastructure, including utilities, is annotated
on the attached drawings; however, Pease AFB was established many years ago, and it
must be assumed that numerous unmapped or abandoned below-grade utilities may
exist. The Contractor shall be solely responsible for conducting all necessary
inspections, including ground-penetrating radar (GPR) and other subsurface utility
engineering (SUE) methods, to locate and verify all utilities prior to any excavation.
4.0 Project Overview
This project requires the installation of a new FS30 P1-rated galvanized guardrail
system along Robertson Avenue and the entrance to Building (B) 255. The Contractor
shall install approximately 900 total linear feet (LF) of guardrail across six (6) designated

sections, ensuring all post installations are deconflicted with existing underground
utilities to prevent intrusion or damage. The sections are defined as follows:
• Section 1: Approximately 75 LF, beginning at the inbound main gate and
terminating at the sidewalk.
• Section 2: Approximately 330 LF, beginning at the sidewalk adjacent to Section 1
and terminating at the entrance of B-100.
• Section 3: Approximately 180 LF, beginning at the Active Vehicle Barrier (AVB)
and terminating south entrance to B-255.
• Section 4: Approximately 135 LF, beginning at the entrance to B-255 and
terminating at the sidewalk.
• Section 5: Approximately 65 LF, beginning at the sidewalk adjacent to Section 5
and terminating at the outbound gate.

5.0 Detailed Description of Work
The Contractor shall furnish all management, labor, materials, equipment, and
supervision required to complete the work as described herein. For each task, the work
shall conform to the referenced Unified Facilities Guide Specifications (UFGS) section,
which defines the minimum standard for materials, quality, and workmanship. The
overall system must be certified to meet ASTM.F8❷❶❷‗7❶.FS96.P7.standards. See

• Task 1: Pre-Construction Submittals
• Description: The Contractor shall prepare and submit all required technical
data for the FS30 P1 rated barrier system. Submittals shall include, but
are not limited to, manufacturer's certification of ASTM F2656 FS30 P1
compliance, material specifications, galvanized product data, concrete mix
design, and site-specific shop drawings for Government review and
approval prior to the procurement or delivery of any materials.
• Governing Standard: All work shall conform to UFGS Section 34 71 13,
Vehicle Barriers.

• Task 2: Site Preparation & Excavation
• Description: The Contractor shall perform a pre-inspection of the work
area, confirm all utility locates have been completed, and excavate for the
barrier foundations. The layout and excavation dimensions must be
available for Government inspection and verification against the approved
shop drawings prior to placing any materials.
• Governing Standard: All work shall conform to UFGS Section 34 71 13,
Vehicle Barriers, and the approved shop drawings.
• Task 3: Foundation & Barrier Construction
• Description: The Contractor shall install the reinforcing steel (rebar) cage
and place the footings/posts as per the approved submittals. The
Government shall have the opportunity to inspect the rebar placement for
correct size, spacing, and clearance prior to the concrete pour. The
Contractor shall coordinate with the Government to witness the concrete
pour to verify compliance with the approved mix design.
• Governing Standard: All work shall conform to UFGS Section 34 71 13,
Vehicle Barriers, and approved manufacturer installation requirements.
• Task 4: Finishing and Site Restoration
• Description: The Contractor shall install all remaining guard rail
components and inspect the final galvanization for uniform coverage and

construction shall be backfilled, compacted, and graded to ensure proper
