STATEMENT OF WORK BURGLAR ALARM & FIRE ALARM SYSTEMS INSPECTIONS, TESTING, MAINTENANCE, AND REPAIRS PECOS NHP ADMINISTRATIVE BUILDING CURATORIAL BUILDINGS MAINTENANCE FACILITIES SHOP E.E. FOGELSON VISITOR CENTER FORKED LIGHTNING RANCH KOZLOWSKI TRADING POST Pecos National Historical Park DESCRIPTION OF SERVICES The National Park Service, Pecos National Historical Park, located in Pecos, New Mexico, requires annual inspection, testing, preventative and corrective maintenance, and repair services for the Park’s fire alarm systems, burglar alarm systems, detection devices, notification appliances, control panels, communication equipment, and associated security and life-safety components in six park buildings. These systems vary in age and configuration. The Contractor, independently and not as an agent of the Government, shall provide annual inspection and maintenance services to ensure all alarm systems are fully operational, compliant, and functioning at the highest standard of reliability. The Contractor shall furnish all labor, tools, test equipment, materials, parts, supervision, transportation, and other resources required to perform this -- 1 of 9 -- work in accordance with applicable NFPA codes (including NFPA 72), NEC/UL requirements, OSHA regulations, and all Federal, State, and local laws. All work shall comply with all required life-safety, electrical, and communication standards. PERIOD AND PLACE OF PERFORMANCE The period of performance for this contract shall be twelve (12) months from date of award. The Government reserves the right to award up to four (4) option years and one six-month extension based on need, funding availability, and satisfactory Contractor performance. Prior to exercising option years, the Contractor shall submit updated pricing and wage determinations. Hours of Work Work shall be performed between 8:00 a.m. and 4:30 p.m., Monday through Friday, excluding Federal holidays. Federal Holidays Observed New Year’s Day – January 1 Martin Luther King Jr. Day – 3rd Monday in January Presidents Day – 3rd Monday in February Memorial Day – Last Monday in May Juneteenth – June 19 Independence Day – July 4 Labor Day – 1st Monday in September Columbus Day – 2nd Monday in October Veterans Day – November 11 Thanksgiving Day – 4th Thursday in November Christmas Day – December 25 (Observed on nearest weekday if falling on a weekend) Location of Performance Pecos National Historical Park 1 Peach Drive Pecos, NM 87552 BASE YEAR: CLIN0010 Base Year Installation – Install alarm components for Sword Case and display case at Visitor Center compatible with existing alarm system. -- 2 of 9 -- SPECIFIC REQUIREMENTS / TASKS TASK A: Preventative Maintenance & Comprehensive Inspection (PMI) The Contractor shall perform all annual inspections and testing in accordance with NFPA 72, manufacturer specifications, and industry best practices. Preventative maintenance shall include, but is not limited to: Fire Alarm Systems • Testing and certification of all initiating devices, including smoke detectors, heat detectors, duct detectors, beam detectors, and manual pull stations • Testing notification appliances including horns, strobes, speakers, and visible/voice communication systems • Inspection, testing, and cleaning of fire alarm control panels, power supplies, annunciators, and communication modules • Annual battery inspections, including load testing and replacement if needed • Testing system communication to monitoring centers Burglar Alarm Systems • Functional testing of all intrusion devices including door/window contacts, glass break sensors, motion detectors, duress devices, and tamper switches • Verification of keypad functionality, annunciation, and system programming • Inspection and testing of control panels, wireless receivers, cellular/IP communicators, backup batteries, and all wiring connections • All parts used shall be new and UL-listed for their intended systems. Annual inspection of park wide fire extinguishers and sprinkler systems • Visual inspection, pressure testing and hydrostatic testing of approximately 80 ABC fire extinguishers and two water extinguishers that will be gathered by NPS staff annually to centralize location for testing and inspecting. Failed extinguished shall be recharged or replaced. • Annual flow test of two wet sprinkler systems located at the Casita at Forked Lightning Ranch, one wet system at Kozlowski Trading Post • Annual pre-engineered hood system at the fuel shed located near the maintenance area. TASK B: 24/7, 365-day Alarm Monitoring Service and Quarterly Billing The Contractor shall perform alarm monitoring 24/7, 365 days a year and bill quarterly for this service. -- 3 of 9 -- TASK C: Repair and Replacement Services • Repairs include unscheduled work required to prevent system failures or restore normal operation after malfunctions. Tasks C and D may not exceed $5,000 total per performance period without written approval from the Contracting Officer. The Contractor shall: 1. Notify the Contracting Officers Representative (COR) of all deficiencies identified. 2. Provide a prioritized list of recommended repairs and replacement actions with cost estimates. 3. Obtain written authorization from the Contracting Officer (CO) prior to performing repairs. 4. Negotiate repair pricing as required. The Government reserves the right to have another party perform repairs. TASK D: Emergency / On-Call Services Emergency/On-Call Services consist of responding to fire alarm or burglar alarm malfunctions outside of scheduled PMI work. Requirements: • 24-hour, year-round emergency response availability • Firm-fixed hourly rates apply • Callback repairs within 24 hours for previously serviced issues shall be performed at no cost to the Government Documentation Required for Each Service Call • Description of malfunction • Corrective action and materials • Detailed pricing • Estimated completion date/time • Technician’s name Ta
