STATEMENT OF WORK FOR ACCESS CONTROL SYSTEM INSTALLATION AT 8500 COMPLEX ON TYNDALL AFB 1. Background The 8500 Complex at Tyndall AFB requires the integration of a new Lenel access control system. The new hardware must be compatible with the existing Lenel infrastructure to ensure seamless operation and security. This project involves the installation of new hardware and its integration into the existing system for Buildings 8504M and B8500. 2. Scope of work The contractor shall provide all necessary labor, transportation, materials, and equipment to successfully install, program, and test the Lenel access control systems for buildings 8504M and B8500. The scope of work includes, but is not limited to, the following tasks: • 2.1 Installation: • Install card readers at the three vehicle gates, two turnstiles, one building entrance, and one internal communications room as specified in Section 4. • Install Lenel control boards and power supplies in the designated communication rooms. • Install all necessary networking and power cables in existing conduits to connect card readers, control equipment, and the existing network. • 2.2 Programming and Integration: • Program the new hardware to integrate seamlessly with the existing Lenel OnGuard system. • Ensure that all new access points are configured correctly and communicate with the central system. • 2.3 Testing: • Conduct comprehensive testing of all new hardware and software to ensure full functionality and compliance with the acceptance criteria outlined in Section 7.0. • 2.4 Project Management: • The contractor shall coordinate all work with the facility Security staff and Facility Managers. A project kickoff meeting will be held within one week of contract award to establish project timelines and communication protocols. 3. Period of performance Schedule will be in accordance with what was submitted by the vendor and deemed technically acceptable. Upon award, that schedule will be implemented into this statement of work. A kickoff -- 1 of 3 -- meeting will be scheduled within one week of contract award. Work will be conducted during normal business hours Monday through Friday, 0800 to 1700 local time, and excludes holidays and weekends. Possible conditions that may affect scheduling are active missions, facility not ready for installation, holiday schedules, material availability, travel conditions, and shipping requirements. 4. Physical location The 8500 complex is located outside of Tyndall AFB proper, approximately 5 miles southeast of Airey gate on highway 98, next to the subscale drone launch facility. The complex consists of a single external fence with three vehicle gates and two pedestrian turnstiles. Building 8504M is located on the west side of the compound, and building B8500 is located on the east side of the compound. Supplies and equipment The contractor shall provide all required equipment, supplies, and materials required for project installation. The government will provide access to 120VAC power from the existing system outlets. 6. Acceptance criteria The project shall be accepted as complete upon successful system testing and system documentation handover. System testing shall include approval by a designated government representative that the following has been tested on each door that has been worked: • Door unlocks and allows access when an authorized credential (card, pin, or combination of the two) is presented to the card reader. • Events screen reports access granted with user name. -- 2 of 3 -- • Reader beeps but remains locked when unauthorized credentials are presented. • Events screen reports information read from unauthorized credential. • System history reporting. -- 3 of 3 --
