7. STATEMENT OF WORK:
7.1 BACKGROUND
The Naval Surface Warfare Center Dahlgren Division (NSWCDD) Weapons Control and
Integration Department (H) consists of several rapid prototyping projects. These projects are
responsible for design, development, fabrication, test, and delivery for various Command,
Control, Communications, and Computers, Intelligence, Surveillance and Reconnaissance
(C4ISR) systems. One of the critical components to being able to rapidly deliver these systems
to the warfighter is through rapid and iterative development efforts between the Government and
Contractor for prototyping and kitting purposes.
Prototyping consists of electro-mechanical systems, Printed Circuit Boards (PCB), electrical
systems and assemblies, plastics & synthetics material applications, and mechanical systems,
assemblies, and subassemblies. These components may be required within a very short window
of time and schedule, where single or multiple variants are required before installation and
integration efforts are required to begin. Different projects have requirements that span different
phases of maturity. Some projects may have complex designs that require longer periods of
prototyping in order to effectively field a deployable system.
7.2 APPLICABLE DOCUMENTS AND ACCEPTANCE CRITERIA
7.2.1 Printed Circuit Boards
• Circuit cards will be fully populated and built to IPC-J-STD-001 Class 2 level and
inspected to IPC A- 610 Class 2.
• PCB surface finish shall be called out in the Gerber files.

• For cabling IPC 620 and shall include AS50881, MIL-STD-1310, 461, 464, 704, 901,
1274.

7.3 REQUIREMENTS
This Delivery Order consists of work pertaining to Sections C.3.3, C.3.5, and C.3.6 of the Basic
IDIQ contract.
The Contractor shall manufacture and deliver products and artifacts for design validation and
verification. These products shall include the fabrication of first articles to include custom
circuit cards, enclosures, internal and external wiring harnesses and cables, adapters, hardware
and electrical kitting, computer and power system enclosures, unpopulated computer and power
system enclosures, and mechanical assemblies. The design validation cycle shall consist of
multiple iterations of building prototype units until the design has been sufficiently proven
stable enough for integration and demonstration, enabling the initial outfitting phase of the
systems to begin.
For proposal purposes, Offerors shall develop its total price based on the following labor
categories, labor hours, direct costs, and other direct costs in formulating their proposed total
cost:

* Proposed travel includes site visits to NSWCDD and various manufacturing facilities.
Authorized personnel for these trips include Program and Project Managers, Engineers,
Technicians, and Acquisition Team Members. All estimated costs are calculated based on the
General Services Administration (GSA) 2025 standard rates for Lodging, Meals, and Incidental
Expenses (M&IE). The current allocation of $4,000.00 serves as a budgetary placeholder;
however, Offerors are required to develop a comprehensive proposal based on a projected
requirement of 16 total trips, applying all applicable burdens.
Materials, Test Equipment (Special Tooling) and Travel shall be proposed according to the
requirements of the Statement of Work (SOW) above. No fee shall be proposed on Travel Other
Direct Costs (ODCs). Offerors may include applicable indirect rate burdens on ODCs, in
accordance with an Offeror’s standard, approved accounting practices.
The estimated labor hours identified above are required for proposal purposes and shall be
proposed. A proposal that does not include the required Level of Effort will be deemed
unacceptable. During Delivery Order performance, labor and skill mix will be dictated by
required tasking and it will be acceptable for labor categories differing from the original proposal
to be used. The Contractor shall not exceed the overall Level of Effort of the Labor Contract
Line Item Number (CLIN).
Offerors should include current payroll records for all proposed employees as part of the
proposal submitted to the Government. Where payroll is not provided, the proposal shall
provide other substantiating data that supports the proposed labor rates for the
Government’s consideration in performing Cost analysis and developing a Total Evaluated
Cost/Price.
