This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation document will not be issued. This solicitation is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01, FAR Deviation NOV 2025 (effective 11/19/2025), and VAAR Deviation MAR 2026 (effective 03/17/2026). This solicitation is set aside 100% for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns in accordance with VAAR 819.7011. The North American Industry Classification System (NAICS) code for this procurement is 238910, Site Preparation Contractors, with a small business size standard of $19.0 million. The FSC/PSC is H291. The Department of Veterans Affairs, Manchester VA Medical Center (MVAMC), 718 Smyth Road, Manchester, NH 03104, is seeking to purchase Annual Testing of Aboveground Storage Tank (AST) Monitoring Systems. Scope of Work 1.1 The contractor shall furnish all labor, transportation, parts, test equipment, tools, and expertise necessary to test the leak monitoring system on all aboveground storage tanks (AST) located at the Manchester VA Medical Center. The contractor shall perform testing on all components of the leak monitoring system, to include overfill alarm sensors and line leak detectors, in accordance with New Hampshire Department of Environmental Services (NHDES) Env-Or 306.12. 1.2 This contract is effective for one (1) year upon date of award, plus four (4) one-year options that may be exercised at the sole discretion of the Government. 1.3 Normal service requirements under this contract consist of scheduled inspections as specified herein. 2. Equipment 2.1 The ASTs with monitoring systems to be serviced during the base year (CLIN 0001) include: Tank Capacity Contents Tank 1 20,000 gallons No. 2 Fuel Oil Day Tank 1 100 gallons No. 2 Fuel Oil Day Tank 2 100 gallons No. 2 Fuel Oil Day Tank 3 100 gallons No. 2 Fuel Oil Tank 8 595 gallons Diesel (generator belly tank) Tank 9 160 gallons Lubrication Oil Tank 10 160 gallons Used Lubrication Oil 2.2 The ASTs with monitoring systems to be serviced during option years (CLINs 1001–4001) include: Tank Capacity Contents Tank 1 15,000 gallons No. 2 Fuel Oil Tank 2 12,000 gallons No. 2 Fuel Oil Day Tank 1 100 gallons No. 2 Fuel Oil Day Tank 2 100 gallons No. 2 Fuel Oil Day Tank 3 100 gallons No. 2 Fuel Oil Tank 8 595 gallons Diesel (generator belly tank) Tank 9 160 gallons Lubrication Oil Tank 10 160 gallons Used Lubrication Oil 2.3 The monitoring system on Tanks 1 and 2 and Day Tanks 1–3 is the Veeder Root TLS-350R. The monitoring system on Tanks 9 and 10 is the Veeder Root TLS-350. Tank 8 is a belly tank on a Kohler 350REOZV generator with built-in audible/visual alarms. 3. Definitions/Acronyms 3.1 MVAMC – Manchester VA Medical Center, located at 718 Smyth Road, Manchester, NH 03104; phone 603-624-4366. 3.2 AST – Aboveground Storage Tank. 3.3 COR – Contracting Officer's Representative. 3.4 NHDES – New Hampshire Department of Environmental Services. 3.5 Acceptance Signature – Signature of MVAMC employee who indicates the contractor demonstrated service conclusion/status and the user has accepted work as complete. 3.6 Authorization Signature – COR's signature, indicating the COR accepts work status. 4. Hours of Coverage 4.1 The contractor shall schedule testing by phone or email with the MVAMC Point of Contact or COR. 4.2 All scheduled testing shall be performed during MVAMC normal hours of operation: Monday through Friday, 7:30 AM – 4:00 PM Eastern Time, excluding Federal holidays. 4.3 Scheduled testing shall be performed in accordance with NHDES Env-Or 306.12 and shall be scheduled and completed during the month the MVAMC requests.
