SECTION 09991 –PAINTING PART 1 - GENERAL SUMMARY Section includes Surface preparation and field painting of all exposed exterior surfaces. Surface preparation priming and finish coats specified in this section are in addition to shop priming and surface treatment specified in other sections. Do not paint pre-finished items, concealed surfaces, finished metal surfaces, operating parts and labels. Applicable projects: Bid Option 1 Related Sections General Information and Requirements Section 01009 QUALITY ASSURANCE Comply with applicable provisions of current edition of following: American National Standards Institute/American Society for Testing and Materials (ANSI/ASTM): ANSI/ASTM D16 – defini- tions of Terms relating to Paint, Varnish, Lacquer, and Related Products. ASTM D2016 – Test Method for Moisture Content of Wood. PDCA “Painting Specification Guide” Steel Structures Painting Council. All work shall be in accordance with pertinent recommendation so “Painting Specification Manual for the Pacific Northwest”, as published by the Painting and Decorating Contractors of America (PDCA). Product label: Each Container shall bear Manufacturer’s legible label indicating: Manufacturer’s name; type of material; product number; batch number; color; in- struction for reducing; and instructions for application. Coordination: Coordinate color location with CO prior to application. Materials shall be the best quality as produced by the accepted Manufacturers. SUBMITALS: Comply with Section 010009 – General Information and Requirements, Submittals. Provide: Complete products list of all materials to be used. MSDS sheets for all materials used. Product Handling Delivery: Paint materials shall be delivered to the job in unopened containers bearing the manufacturer's label and color number. Such material shall be used without adulteration and only with such thinning as called for in the manufacturer's directions. Ascertain that paints received in the field are acceptable under the requirements of the specifications: that they are properly mixed and thinned (where allowed); that colors are within the required limits. Storage: Paints and thinners shall be stored at a minimum ambient temperature of 4.4 de- grees C (45 degrees F) in areas or structures that are well ventilated and not subject to ex- cessive heat, open flames, electrical discharge, or direct rays of the sun. Receiving, opening, and mixing of painting materials shall be done in this area. Materials that are susceptible to damage at low temperatures shall be stored in heated areas. Paint containers shall remain unopened until needed and the oldest shall be used first. Paints that have livered, gelled or otherwise deteriorated during storage shall not be used. Handling: Protect against contamination by foreign matter PROJECT AND SITE CONDITIONS Environmental Conditions: Unless stated otherwise, the minimum acceptable ambient tem- peratures shall be 4.4 degrees C (45 degrees F) for paint application. For latex paints, mini- mum temperature for exterior work is 10 degrees C (50 degrees F). Do not paint over ice or frost. When ambient temperature rises above 32.2 degrees C (90 degrees F), paint only por- tions of the strutures which are, and will remain, in the shade for one hour. Exterior Painting: Painting shall not be undertaken in rain, snow, fog or mist, or when the temperature of the surface is below the dewpoint. Wet surfaces shall not be painted unless the coatings are designed for that condition. Discontinue or do not start painting when the relative humidity is over 85 percent. When paint must be applied in damp or cold weather, the surface shall be painted under protective cover from the weather, and the surface shall be heated to a tem- perature meeting the requirements above. The surface should remain under cover until dry or until weather conditions permit its exposure to the open. SEQUENCING AND SCHEDULING General: Allow sufficient time between successive coatings to permit proper drying. Do not recoat until paint has dried to where it feels firm, does not deform or feel sticky under moder- ate thumb pressure, and application of anchor coat of paint does not cause lifting or loss of adhesion of the undercoat. Extra Material: Provide COR with 2 unopened gallons of each type and color of paint used. Provide a list of paint colors, manufacturers, finish, paint code and location to COR and submit list with Closeout Manual. PART 2 – PRODUCTS MATERIALS Accepted Manufacturers, or equal meeting the following salient characteristics: Sherwin Williams. Miller Paint Company, Inc. Benjamin Moore Company, Inc. Rodda Paint Company. Behr Process Company. PAINT MATERIALS, GENERAL Material Compatibility: Provide block fillers, primers, finish coat materials and related mate- rials that are compatible with one another and substrates indicated. Provide the Manufacturer’s best-quality trade sale paint material. Products for each general purpose shall be the same Manufacturer. Do not use products of different Manufacturers over one another, except for shop prime coats specified in other sections. Colors: As selected by COR. Products to have no VOC’s (or low VOC’s when product is proven as unavailable without VOC’s). PAINT MATERIALS, TOOLS Sprayers: Airless Spray: The equipment shall be suitable for the intended purpose, capable of properly atomizing the paint to be applied, and be equipped with suitable pressure regulators and gauges. The equipment shall be kept in a suitably-clean condition to permit proper paint applica- tion without depositing dirt, dried paint, and other foreign materials in the film. Solvents left in the equipment shall be completely removed before applying paint to the surface being painted. Spray equipment shall be properly grounded.
