Summary

from the road and approximately two feet from the parking lot, to prevent emergency vehicles
from bottoming out. The site’s initial request is to lower the berm by one foot from the parking
lot, provided vendor recommendations upon site assessment.
1. Scope of Work
The vendor will:
● Survey and consult with the site over best mitigation strategy for manipulating berm to
account for emergency vehicle access.
● Manipulate the concrete berm to the necessary elevation.
● Regrade the area between the road and the parking lot to ensure smooth vehicle access.
● Site restoration of any disturbed surfaces.
● Cleanup and disposal of any excess material and restoration of site to prior aesthetics.
Prior to conducting work, the vendor will survey the berm and make recommendations based
on appropriate lowering height and gradient. The vendor may also make recommendations,
provided that cost estimates stay within scope, on alternative approaches on how to best
manipulate the berm so that emergency vehicles will not bottom out while maintaining vehicle
access to all parking stalls in the lot.
2. IT Security Requirements
The Certification and Accreditation (C&A) requirements of 48 CFR 1352.239-73 do not apply,
and a Security Accreditation Package is not required. The Contractor will not be accessing US
government computers or IT systems for this effort. The Contractor will not be accessing any
information that is not within the public domain for this effort. The contractor will not be
processing, transmitting or storing privileged access information (i.e., non-public) in carrying
out the tasks of this contract.
3. Facility Information
The installation site is located across the main driveway entrance. Power is not required for this
passive/manual system. The vendor must coordinate installation timing to ensure it seamlessly

automated electric swing gate.
