Procurement of Hazardous Waste External Storage Module
1.0 Background
Naval Undersea Warfare Center Division Newport requires a new hazardous waste storage
module.

2.0 Scope
This Statement of Work (SOW) defines the technical and operational requirements for the
procurement, delivery, and turnkey installation of one (1) Hazardous Waste External Storage
Module for the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), Code
1023. The objective of this acquisition is to safely replace the legacy storage unit with a
modernized, fully compliant module that ensures the secure segregation and environmental
containment of hazardous materials in support of the NUWCDIVNPT mission

4.0 Technical Requirements
In accordance with Federal procurement mandates, the Government strongly encourages the
proposition of Commercial-Off-The-Shelf (COTS) or modified commercial items. While legacy
system dimensions and configurations are referenced herein to establish baseline physical
footprint and capacity constraints, they are not intended to be overly restrictive. Offerors are
encouraged to propose commercial solutions that meet or exceed the functional, safety, and
capacity requirements outlined in this SOW, even if the exact dimensional configuration differs
from the legacy module.
The Contractor shall provide a chemical storage building meeting or exceeding the technical
specifications outlined in the tables below:
4.1.1 Chemical Storage Building Design

4.1.1.1 Compartmentalization Building shall be divided into three (3) separate equal
compartments separated by an internal barrier wall extending
from the sump base to the ceiling.
4.1.1.2 External Dimensions Nominal dimensions: approximately 9’ H x 34’ W x 9’ D

accommodate COTS designs).

4.1.1.4 Fire Rating Exterior and interior barrier walls must possess a minimum 4-
hour fire rating.
4.1.1.5 Access Doors Three (3) double doors, minimum 84" W x 80" H; minimum 3-
hour fire rating; equipped with self-closing mechanisms.

4.1.1.6 Insulation Fully insulated structure with a minimum R11 insulation rating
through the walls and ceiling.
4.1.1.7 Coating & Finish Chemical-resistant interior and exterior coatings; exterior coating
must be UV-rated.
4.1.1.8 Placards & Labeling Three (3) fixed DOT metal flip placards per module bay; three (3)
pressure-sensitive NFPA 704 Hazard Rating signs per bay door.
4.1.1.9 Shelving No interior shelving is to be installed.
4.1.1.10 Flooring & Sump Galvanized steel floor grating with removable galvanized steel
supports. Minimum built-in sump capacity of 1,000 gallons;
minimum floor load rating of 250 psf.
4.1.1.11 Lifting and Rigging The module shall be designed and engineered for safe relocation
at empty weight utilizing both forklift and/or crane lifting
equipment. The base structure shall feature fully welded,
integrated forklift pockets spanning the full width of the module
and sized to accommodate standard heavy-duty industrial forklift
tines. For overhead rigging, the module shall be equipped with a
minimum of four (4) top-mounted, structurally reinforced crane
lifting lugs (or hoist rings) welded directly to the upper roof frame
corners to allow secure shackle attachment.
