GENERAL 1.1. SCOPE. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary except for the Government-Furnished items specified in Section 3 to perform exterior wash services on HC-130J aircraft for the 150th Special Operations Wing (150 SOW) at Kirtland Air Force Base (KAFB), New Mexico, as defined in this PWS. 1.1.1. Estimated Budget: The budget range for this requirement is between $50,000 to $60,000 per year. 1.2. OBJECTIVES. The Contractor shall perform these functions in strict accordance with this PWS, utilizing the best commercial practices and Government-required procedures. The Contractor must comply with all Federal, State, and KAFB environmental regulations, as well as Occupational Safety and Health Administration (OSHA) and Air Force Occupational Safety and Health (AFOSH) requirements. 1.3. BACKGROUND: The 150 SOW averages six HC-130J aircraft washes annually, based on an 180-day wash cycle per aircraft. Scheduled washes will vary, typically ranging from one to two per month, though the Government is not strictly bound to this range. Approximately two unscheduled washes are estimated per year, usually required prior to Isochronal Inspections or other maintenance. Unscheduled washes require authorization from both the Contracting Officer’s Representative (COR) and the Contracting Officer (KO). Any additional washes will be treated as out-of-scope work, requiring a Request for Quotation and a formal contract modification prior to execution. 1.4. PERIOD OF PERFORMANCE (POP): The Period of Performance (PoP) spans a maximum of five years, consisting of a 12-month base period and four sequential 12-month option periods. The precise start date will be established upon contract award. 1.5. PLACE AND PERFORMANCE OF SERVICES. Services shall be performed at Hangar 1002, KAFB, NM. The facility is available Monday through Friday, 0700 to 1700 (MST/MDT), excluding recognized U.S. holidays or directed base closures. The Contractor shall maintain a stable, continuous, and adequate workforce to ensure uninterrupted performance during these hours. Teleworking is not authorized. 1.6. UNSCHEDULED CLOSURES. Unscheduled gate closures by Security Forces may cause unavoidable delays. The Contractor will not be compensated for these delays. Contractor vehicles are subject to search, and moving violations on the installation may result in revoked driving privileges. 1.7. BASE REGULATIONS. Contractor personnel must obey all installation fire, traffic, safety, and security regulations. The Government reserves the right to remove contractor employees or revoke access for misconduct, security risks, or communicable diseases. Such removals do not relieve the Contractor of their performance responsibilities. 1.8. RECOGNIZED HOLIDAYS. The Contractor shall not perform services on the following U.S. holidays: • New Year’s Day • Martin Luther King, Jr. Day • President’s Day • Memorial Day • Juneteenth • Independence Day • Labor Day • Columbus Day • Veteran’s Day • Thanksgiving Day • Christmas Day 1.9. QUALITY CONTROL (QC). The Contractor shall develop and maintain a Quality Control Plan (QCP) to prevent defective services and ensure compliance with this PWS. The QCP must address the areas identified in Technical Exhibit 1, Performance Requirements Summary (PRS). A final QCP is due to the COR no later than 10 days after contract award. Any subsequent changes require written KO approval. 1.10. Quality Assurance (QA). The Government will evaluate performance using a Quality Assurance Surveillance Plan (QASP). This plan defines performance standards, surveillance frequency, and acceptable quality levels. 1.11. ACCESS AND GENERAL PROTECTION/SECURITY POLICY. The Contractor shall comply with all installation access and security procedures provided by the COR. The Contractor shall provide all information required for background checks. 1.11.1. BADGING.
