NON-COMPETITIVE COMBINED SYNOPSIS / SOLICITATION Title: Health and Human Services (HHS) - Wide Procurement of Biosafety Level 4 (BSL-4) Suits- Personal Protec=ve Equipment (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued. (ii) The solicitation number is 75N98026Q00738. This solicitation is issued as a Notice of Intent (NOI) for a non-competitive combined synopsis/solicitation to award a contract or purchase order without providing for full and open competition (including brand-name, if applicable). This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold. Additional authority includes 41 U.S.C. 1901 and FAR 6.302-3(a)(2)(ii). The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, intends to negotiate and award a Indefinite Delivery\Indefinite Quantity Contract on a non-competitive basis to Honeywell Safety Products USA Inc., 855 S Mint ST, Charlotte, NC 28202-1517 for BLS-4 Protective Suits. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (insert current circular number and date). (iv) The associated NAICS code is 339999, and the small business size standard is 550 employees. This requirement is not set aside for small business. (v) Description of Requirement: The National Institutes of Health (NIH) has an ongoing operational need for personal protective equipment (PPE), Biosafety Level 4 (BSL-4) Positive Pressure Suits to support the laboratories and oEices across NIH and to sustain mission critical activities for public health and safety, and to sustain ongoing agency mission critical research. Requirements: Positive Pressure Suits must have the following salient characteristics: with the nature of work performed in high containment laboratories BSL-4 positive pressure suits must be made from a material that is resistant to daily quaternary virucidal chemical showers. Each suit must include an in-line HEPA filtration system that connects to a facility provided breathing air system via standard Parker quick connections. The suits must use the air provided at 60 PSI and utilize an internal suit air distribution system to deliver 25 cfm that is HEPA filter exhausted. Air hose hook up shall be on the right side. All seams shall be air and watertight. The suit’s feet must be stocking type that will fit into a shoe or boot; and -- 1 of 3 -- noise level inside the suit must be below the OSHA standard (OSHA's permissible exposure limit (PEL) is 90 decibels) and allow clear communication over radio or phone by the user while in the suit. These suits are to be made available to NIH, CDC and HHS, for emergency response, and use in BLS-4 labs. (a) A written notice of award or acceptance of an offer, issued to the successful offeror within the time specified in the offer, shall result in a binding contract without further action by either party. The Government reserves the right to accept any offer (or part of an offer) before the expiration date, whether or not discussions are conducted, unless a written notice of withdrawal is received prior to award.
