Description

STATEMENT OF WORK Defense Finance and Accounting Services (DFAS) – Columbus High Volume Water Pump Replacement 1 1.0 PURPOSE: The purpose of this requirement is to procure and replace two underperforming high volume water pumps in Building 21A, at DFAS Columbus. The current water pumps are the original pumps and are past the 15-year lifecycle. 2.0 SCOPE: The contractor shall furnish all labor, materials, personnel, tools, equipment, transportation, supervision, and management necessary to provide and replace both water pumps, as defined in this Statement of Work (SOW). The contractor shall perform all work in accordance with the standards of this contract, in accordance with the manufacturer’s specifications and all applicable Municipal, State, and Federal Regulations. 3.0 PERIOD OF PERFORMANCE: This requirement has a completion date of 90 days after receipt of award and has an anticipated award date of August 1, 2026. Contract may be awarded on or before projected date. 4.0 EQUIPMENT TO BE SERVICED: The following items are a general description of the project requirements and shall not be construed as a complete detailed list of all the operations to be performed. Current pumps are Bell & Gossett brand and new parts must be brand name or equal. Equal is defined as the replacement pumps must meet the salient requirements listed below. If the quote provided, is for equivalent pumps, rather than brand name, The Contracting Officer Representative will review the salient features proposed and will make a recommendation to the Contracting Officer as to whether the proposed pumps meet the expected salient characteristics to be deemed “equal.” • Vendor to furnish materials and labor for replacement of (1) 75 HP eHSC Condenser Water Split Case Pump based on the provided submittals (See exhibit 1 below). o 230/460 Inverter suitable o 6 x 8 x 12 o 175 PSI WP o 364T frame o 1800 RPM o NEMA PREM w/ internal SGR o 2010 GPM w 113’ o Casing & Impeller wear ring • Vendor to furnish materials and labor for replacement of (1) 20 HP eHSC Chilled Water Split Case Pump based on the provided submittals (See exhibit 2 below) . o 230/460 Inverter suitable o 6 x 8 x 12 o 175 PSI WP o 254T frame o 1800 RPM o NEMA PREM w/ internal SGR o 1072 GPM w 43’ o Casing & Impeller wear ring 5.0 CONTRACTOR REQUIREMENTS: 1. Provide and install two (2) new pumps to replace current chilled hot water pumps in Building 21A. The new pumps must be suitable as “drop-in” replacements of the existing (i.e., no rework to piping and/or foundations is required). Pumps must meet the current industry standard NFPA -- 1 of 5 -- STATEMENT OF WORK Defense Finance and Accounting Services (DFAS) – Columbus High Volume Water Pump Replacement 2 70: National Electrical Code requirements. All pumps must be installed and fully operational within 90 days from contract award. The pumps shall be installed and tested in a manner to prevent disruptions to the heating and/or cooling of buildings and their occupants. 2. The vendor will clean and prepare the area for the placement of the new pumps on existing pads. 3. Provide and install new concrete anchors. 4. Furnish and install new piping for pump dimensional changes CW, Cond. Piping, Electrical, per best practices. 5. The vendor will provide lazar alignment for the new pumps after securing the base frame to the pads. 6. The vendor will provide all pressure differential piping and install new fiberglass with PVC jacket insulation to match existing. 7. Vendor will conduct new equipment testing and start up with a qualified technician and provide reports and documents to the owner. 8. The vendor will provide a 1-year labor warranty on installation from time of completion. 6.0 GOVERNMENT FURNISHED PROPRERTY AND SERVICES: The Government does not anticipate providing any government furnished property (GFP). 7.0 CHEMICALS AND MATERIAL SAFETY: The contractor shall use only chemicals and materials approved by both State and Federal Environmental Protection Agency (EPA) regulations. Material Safety Data Sheets (MSDS) must be provided for all chemicals and materials intended for use. Disposal of these items shall comply with applicable State and Federal EPA regulations. No chemicals or materials may be used without prior approval from the COR. 7.1 Hazardous Materials Management: Contractor will provide the Contracting Officer Representative (COR) the Safety Data Sheets (SDS) for chemical materials to be used during the project prior to the contract award in accordance with FAR Clause 52.223-3. The Contractor will provide SDSs’ to the COR for review prior to the contractor bringing products on the installation. The contractor must inventory all chemical materials, including but not limited to solvents, paints, degreasers, greases, Ozone Depleting Substances, and oils, brought on base. A chemical material inventory must be maintained when used containing the nomenclature, manufacturer, part number, quantity, storage location, and the process in which the material is used. All chemical materials will be managed in accordance with federal, state, local, and Installation regulations. 7.2 Environmental Requirements: The contractor shall comply with the National Environmental Protection Act and all other environmental regulations. 8.0 SITE CLEANLINESS AND DEBRI MANAGEMENT: The Contractor shall remove all rubbish and debris from the DFAS-Columbus property daily. Materials that cannot be removed on the same day must be stored in locations designated by the COR.
