PERFORMANCE WORK STATEMENT (PWS) Howard Hanson Dam Transport of Large Wood Debris and Gravel Purchase and Delivery (Rev. 17 June 2026) PART 1 General Information 1. GENERAL: This contract is to 1) transport large wood debris around Howard A. Hanson Dam (HAHD) in King County, Washington and 2) purchase gravel and deliver it at Zone 1 below Howard Hanson Dam. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the wood transport services as well as purchase and deliver gravel as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. 1.2 Background: The U.S. Army Corps of Engineers (Corps) operates HHD on the upper Green River in King County Washington. Completed in 1962, the Dam is a multipurpose project authorized for flood risk management, low-flow augmentation, municipal and industrial water supply, and ecosystem restoration. Management of wood debris received in the reservoir and the addition of gravel downstream of the dam is required to maintain operation of the facility and meet ecosystem restoration requirements. 1.3 Objectives: The objective of this Performance Work Statement (PWS) is to 1) transport large wood debris around HAHD and 2) purchase and delivery of gravel in the Green River downstream of the dam at Zone 1. 1.4 Scope: Services to be provided by the Contractor include loading, hauling, and offloading, pieces of large wood debris or logs as well as purchase and delivery of gravel. 1.5 Period of Performance: See Part 5 1.6 General Information -- 1 of 22 -- 1.6.1 Quality Control: All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements. 1.6.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on how the Government assesses the contractor’s performance in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). 1.6.3 Recognized Holidays: Contractor is not required to conduct work on the following Federal holidays: New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day Washington’s Birthday Veteran’s Day Memorial Day Thanksgiving Day Juneteenth National Independence Day Christmas Day Independence Day 1.6.4 Hours of Operation: 0630 - 1700. 1.6.5 Place of Performance: The work to be performed under this contract will be performed within the Tacoma Public Utilities Municipal Watershed both upstream and downstream of the HAHD, King County, Washington as illustrated in the map in Attachment 1 and 2. 1.6.6 Type of Contract: Firm Fixed Price 1.6.7 Security Requirements: All work occurs within the controlled watershed for the City of Tacoma drinking water supply. Contractor must show proof of vehicle registration and obtain necessary permits from the City of Tacoma in order to work inside the watershed gate. Contractor shall also provide all names of contractor personnel to Warren Douglas, Corps Maintenance Supervisor for HAHD (206) 316-3070; warren.f.douglas@usace.army.mil). 1.6.8 Special Qualifications: NOT APPLICABLE -- 2 of 22 -- 1.6.9 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Project Manager (PM), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government. 1.6.10 RESERVED 1.6.11 Key Personnel: The following personnel are considered key personnel by the government: Technical Point of Contact (TPOC). Nathan C. Malmborg, Project Manager. 1.6.12 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor personnel do not have to wear badges in unsecured areas at the project. -- 3 of 22 -- PART 2 DEFINITIONS & ACRONYMS 2. Definitions: CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime. CONTRACTING OFFICER (KO).
