COMBINED SYNOPSIS/SOLICITATION HVAC QUARTERLY AND MONTHLY PREVENTATIVE MAINTENANCE SERVICES FOR NOAA FLOWER GARDEN BANKS NATIONAL MARINE SANCTUARY IN GALVESTON, TX (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and no other written solicitation will be issued. (II) This solicitation is issued as a request for quotation (RFQ). (IV) This combined solicitation/synopsis is for the following commercial services: Line Item 0001 – Base Year; Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for quarterly and monthly preventative maintenance services on new HVAC mechanical equipment at the Flower Garden Banks National Marine Sanctuary located in Galveston, TX, in accordance with the attached, incorporated Statement of Work. The period of performance is 12 months. Line Item 1001 – Option Year 1; Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for quarterly and monthly preventative maintenance services on new HVAC mechanical equipment at the Flower Garden Banks National Marine Sanctuary located in Galveston, TX, in accordance with the attached, incorporated Statement of Work. The period of performance is 12 months. Line Item 2001 – Option Year 2; Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for quarterly and monthly preventative maintenance services on new HVAC mechanical equipment at the Flower Garden Banks National Marine Sanctuary located in Galveston, TX, in accordance with the attached, incorporated Statement of Work. PURPOSE New HVAC mechanical equipment located at the Flower Garden Banks (FGBNMS) Building 216 - Galveston Laboratory located at 4700 Avenue U Galveston TX 77551 was installed in 2024 and will need a comprehensive maintenance program in order to assure proper and optimal operations. B. BACKGROUND The NOS Flower Garden Banks NMS Building 216, at NMFS Galveston Laboratory underwent construction services for the demolition and replacement of the existing Water Source Heat Pump (WSHP) -- 2 of 29 -- systems with a new Variable Refrigerant Flow (VFR) system and upgrades to the existing electrical system.
