PERFORMANCE WORK STATEMENT (PWS) HVAC SENIOR ENGINEER 1. GENERAL. This is a non-personal services contract to provide Marine HVAC Senior Engineer. The government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn, is responsible to the Government. 1.1. Description of Services: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Marine HVAC Senior Engineer duties as defined in this PWS except for those items specified as Government furnished items and support, if any. The contractor shall perform to the standards in this contract. 1.2. Scope: This PWS covers Marine HVAC Senior Engineer services for Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Code 280.7. The purpose of this contract is to provide design marine HVAC engineering services for Planning Yard ships and vessels. This contract requires expertise with the following software products: Autodesk AutoCAD and Inventor, Microsoft Access, Excel, Word, PowerPoint, and Adobe Reader in support of developing HVAC mechanical technical products. This contract shall require 249 man-days of services from a desired start date of (Award Date) 2026 through the Required Completion Date. No work on Government holidays or holiday curtailment period. This work is to be performed in building 290 at PSNS/IMF Controlled Industrial Area (CIA). The work must also be completed during a 0720 to 1600 shift, Monday through Friday. 1.3. MIL-STD-38784_Rev_B, Department of Defense Standard Practice, General Style and Format Requirements for Technical Manuals 3. REQUIREMENTS. 3.1. Marine HVAC Senior Engineer. 3.1.1. Mechanical engineering degree, 10 years of HVAC engineering experience, 5 years of experience with Navy Ship Modernization, and have 5-7 years of experience with Autodesk AutoCAD, Inventor, and Microsoft Office products. 3.1.2. Provide a Supervisor who will manage the day to day management of the Contractor employees. This person shall have the ability to be on site, in person, at PSNS, within 2 hours. The supervisor will be the Point of Contact (POC) for all business and personnel related issues and Government communications regarding generation of requirements of the contractor employees. 3.1.3. Contractors shall assist in the drawing development and checking process for up to 48 Ship Installation Drawings (SID) for PSNS Planning Yard assigned ships or barges. IAW documents 2.1 thru 2.11 and 2.17 thru 2.25 (above). 3.1.3.1. Perform HVAC calculations IAW documents 2.17 – 2.19 (above). Provide completed boundary and equipment sizing including the heat cycle on a psychrometric chart, ductwork sizing and pressure loss calculations, airflow diagram, and plan of action to technical POC where applicable prior to beginning drafting or checking of work. Finalized calculations shall appear on drawings where appropriate. Documents 2.17 – 2.19 will be provided upon award and authorization of the document owner. 3.1.4. Develop and check SIDs IAW documents 2.1 thru 2.11 and 2.17 thru 2.25 (above). 3.1.4.1. Attend design integration meetings to integrate SIDs with other technical disciplines IAW documents 2.9 (above) 3.1.4.2. Update PYICLs to reflect new installation of equipment IAW document 2.10 (above). 3.1.4.3. Update job information sheets (JIS) to reflect latest scope of work and follow code tasking IAW document 2.6 above. DRAFT -- 2 of 13 -- 3.1.4.4.
