BACKGROUND
The Federal Bureau of Prisons (FBOP), an agency of the Department of Justice, provides custody, care, and rehabilitative programming for approximately 169,000 federal offenders across 122 sites. To promote successful community reintegration and reduce recidivism, the FBOP Education Branch offers Career and Technical Education (CTE) in accordance with 28 CFR §544.20 and §544.50. This Hydroponics and Horticulture Expansion Program integrates workforce training with institutional nutritional needs, increasing local produce production to support the agency's daily service of over 339,000 meals while enhancing inmate vocational skill.
DESCRIPTION
The FBOP intends to make a single award for eight (8) insulated all-inclusive hydroponic farms boxes with delivery to eight different locations identified herein. The hydroponic
container boxes must include the ability to grow a minimum of 6,000 pounds of leafy greens a year. Plant growth production must be able to be replicated to grow on a staggered scale. Also, the unit shall be able to produce 650 heads of lettuce weekly.
The product must have controls that ensure optimal plant growth and monitor temperature, water, pH levels and nutrient levels. The controls must be capable of identifying deficiencies in the growth process. The Contractor must be able to provide insight into why deficiencies may be occurring and how to rectify the issues. All units shall include but are not limited to: HVAC/temperature controls, water and electrical connections, drainage, automated lighting, irrigation, nutrient delivery systems, and an egress plan.
Contractor will deliver complete units via crane on a concrete pad to (8) different locations throughout the United States. Each site receiving delivery will provide a concrete pad for a standard 40’ Conex container. The FBOP will adjust the pad dimensions to accommodate alternative sizes if proposed and accepted by the agency prior to delivery of each unit. The Contractor is responsible for the final placement of their container onto the provided pad along with all transportation/delivery costs. The Contractor is responsible for all crane associated costs such as rentals, transport, rigging, site setup, and any applicable permits associated with the crane. The Contractor shall also perform a virtual or physical site survey of each location prior to delivery to ensure crane accessibility. A virtual survey may include, but not limited to, review of site photographs, satellite imagery, video walkthroughs, and written logistical data provided. The Contractor shall confirm the information provided/reviewed is sufficient to ensure successful delivery. Any costs resulting from a failed delivery attempt due to site access issues or the Contractor’s failure to perform proper due diligence during the site survey shall be borne solely by the Contractor. However, the Contractor shall not be held liable for costs resulting from inaccurate or incomplete site information provided by the Government during the site survey. The Government will be responsible for the outside utility connections such as electricity, drainage, and water after each unit is placed on its pad.
Each unit may require site specific modifications for security enhancements/modifications within a correctional environment. In the event a modification is needed the FBOP shall request a quote for additional scope.
GOVERNING STANDARDS AND REGULATIONS
Contractor must comply with the latest revisions of the applicable Federal, State, and local codes and regulations with regards to the work include but are not limited to the following; Compliance details for 508, FISMA (Federal Information Security Modernization Act), NIST (National Institute of Standards and Technology), TAA (Trade Agreements Act), FIPS (Federal Information Processing Standards), FedRAMP (Federal Risk and Authorization Management Program), PGD 15-03 (DOJ Procurement Guidance Document 15-03), and HSPD-12 (Homeland Security Presidential Directive 12).
ON-SITE TRAINING AND RESOURCES MATERAILS
On-site training required on or after installation, but within 30 days of unit placement on a site’s pad. Training on use of unit shall be up to (8) hours. Training will be held at each delivered location. Additionally, the vendor must provide resources and guides for each delivered location. Additional training days may be required beyond the initial (8) hours.
Relevant training topics will include the following and any additional topics necessary for staff to successfully provide the hydroponics program:
Provide an overview of the hydroponics program.
Discuss the materials necessary to construct a hydroponics system.
Trouble-shooting common issues with equipment.
Provide an overview of aerating hydroponic systems.
Discuss the types of plants used in hydroponics and the reasons for selecting the specific type of produce that will be grown.
Discuss water and nutrient mixtures and the steps to prepare water and fertilizer for fruits and vegetables.
Explain how to measure the pH of the water to be used in the hydroponics system and how to adjust as needed.
Explain the steps to plant and harvest produce. Discuss the different types of harvesting methods and cycles.
Provide examples of a maintenance schedule to monitor the plants as needed.
Provide an overview of common insect problems and solutions to these programs. Diagnose problems based on plant and/or insect appearance/growth.
Discuss the different types of plant disease commonly found in hydroponic systems and the available treatments.
