STATEMENT OF WORK (SOW)
Project Title
JSU RPMS Replacement
1. Purpose
This Statement of Work (SOW) defines the scope, deliverables, responsibilities, and
timeline for the procurement, installation, configuration, and support of an IBM Power
S1014 server environment, associated storage, software, and Hardware Management
Console (HMC) for the Jicarilla Service Unit.
The Indian Health Service (IHS), Jicarilla Service Unit, requires replacement of an end-of-
life (EOL) RPMS server currently supporting critical healthcare operations. The existing
system is no longer supported and does not meet current security and reliability standards.
Acquisition of a modern, supported IBM Power Systems server is required to maintain
continuity of RPMS services, ensure compliance with federal security requirements, and
improve system performance and resiliency.
2. Scope of Work
2.1 Hardware Implementation
ConvergeOne will provide and coordinate delivery, installation, and validation of the
following hardware components:
• IBM Power S1014 Server (Power10, 8-core processor)
• 64GB DDR5 Memory
• NVMe and SSD storage configuration
• Tape backup solution (LTO-8 tape drive and media)
• Multi-media storage enclosure
• Hardware Management Console (HMC)
• Networking components (10GbE and 1GbE adapters)
• Power supplies, cabling, and rack integration components
2.2 Software Installation & Configuration
Installation and configuration of:
• IBM AIX 7.3 (Base + Expansion Pack)
• IBM PowerVM V4 (including VIOS and virtualization capabilities)
• NovaLink integration
• System firmware and preload configurations
• Language and compliance configurations (US English, TAA)

3. Deliverables
• Fully installed and operational IBM Power S1014 system
• Configured AIX 7.3 environment
• Functional PowerVM virtualization platform
• Operational HMC system
• Configured backup solution
• System documentation (configuration summary)
• Knowledge transfer session
4. Support & Maintenance
The following support services are included:
4.1 Hardware Support
• 3-Year Advanced Expert Care
• 24x7 Same Day Onsite Response (6hr Call / 4hr Parts Delivery)
4.2 Software Support
• 3-Year Software Maintenance Agreements (SWMA)
• 24x7 support for AIX and PowerVM
5. Roles & Responsibilities
5.1 ConvergeOne Responsibilities
• Hardware procurement and delivery coordination
• Installation and configuration of all systems
• System integration and validation
• Provide documentation and knowledge transfer
• Coordinate support activation
5.2 Customer Responsibilities
• Provide rack space, power, and network connectivity
• Ensure data center readiness
• Provide access to facilities and personnel
• Participate in validation and acceptance testing
6. Section 508 and Accessibility

• This product must conform to the Revised Section 508 (https://www.access-
board.gov/guidelines-and-standards/communications-and-it/about-the-ict-
refresh/final-rule/text-of-the-standards-and-guidelines) and WCAG 2.1 Level
AA standards as outlined below.
• Solicitations for supplies and services shall require the submission of a Section
508 Product Assessment Template. The template can be found at
https://www.itic.org/policy/accessibility/vpat.
All Information and Communication Technology (ICT) deliverables under this contract
(e.g., websites, applications, electronic documents, and multimedia) must comply
with the Revised Section 508 Standards (36 CFR Part 1194) and the Web Content
Accessibility Guidelines (WCAG) 2.1 Level AA standards. The Contractor shall ensure
accessibility of all ICT deliverables and provide conformance documentation in the
form of a Voluntary Product Accessibility Template (VPAT®) / Accessibility
Conformance Report (ACR), or by completing the HHS Section 508 Accessibility
Checklists. The current VPAT 2.5 template includes fields for reporting conformance
to WCAG 2.1 and shall be used to document accessibility. The Contractor shall
remediate any identified accessibility issues at no additional cost. The Contracting
Officer will include the applicable Health and Human Services Acquisition Regulation
(HHSAR) clauses 352.239-73 and 352.239-74 in the solicitation and resulting contract.
