21-Jan-2026 Page 1 of 5 SECTION 01 10 00 DIVISION 01 – SCOPE OF WORK (SOW) SHORT FORM GENERAL REQUIREMENTS PART 1 – GENERAL TIMU Improved Grading of Un-Paved Roads/Parking Areas ITEM 1 – DESCRIPTION OF WORK 1.1 Background This project consists of improving, reclaiming, grading, crowning, and compacting existing unpaved roadways and a parking area within Timucuan Ecological and Historic Preserve (TIMU), Florida. The work is intended to restore proper surface profile, improve load-bearing capacity, enhance drainage performance, and extend the service life of the existing aggregate road surfaces through the addition of Crush and Run Recycled Road Base. The existing roadways and parking areas are currently surfaced with approximately 4 inches of crush and run aggregate and remain serviceable but require renourishment and regrading due to traffic wear, rutting, and loss of crown. There are no storm drainage structures present at either location; therefore, surface grading and crowning are critical to ensure positive drainage and prevent ponding. 1.2 Work Covered by the Contract Documents Project Locations: 1. Theodore Roosevelt Area (TRA) (FBMS Delivery Address 12517618) 13175 Mt Pleasant Rd Jacksonville, FL 32225 2. Cedar Point Boat Launch (FBMS Delivery Address 12517620) 9023 Cedar Point Rd Jacksonville, FL 32226 Work under this contract includes, but is not limited to, the following: 1. Furnish and place Crush and Run Recycled Road Base at both locations in the quantities required to achieve a final compacted depth of approximately 7 inches, consisting of the existing 4-inch base plus an added 3-inch (0.25 ft) compacted lift. 2. Provide all labor, supervision, equipment, materials, hauling, and incidentals necessary to complete the work. 3. Utilize road reclaiming or pulverizing equipment to stabilize and rework the existing aggregate base prior to placement of new material, ensuring uniform blending and bonding between lifts. Tree roots maybe encountered and will be cut out/removed as needed. 4. Grade roadways to achieve a 4% crowned cross-slope and grade parking areas to a gentle, uniform slope to promote natural runoff away from travel lanes and parking stalls. 5. Compact all aggregate materials to industry standards for unpaved road construction, achieving a dense, stable driving surface. -- 1 of 5 -- 21-Jan-2026 Page 2 of 5 6. Perform work without removal or disposal of existing aggregate material. 7. Maintain safe public access at the Theodore Roosevelt Area during construction activities. Cedar Point Boat Launch will be closed to traffic. 8. Clean work areas daily and remove all construction debris from the site upon completion. Basis of Quantities (Cedar Point Boat Launch): • Total Area: 30,200 SF • Added Depth: 3 inches (0.25 ft) • Calculated Aggregate: 30,200 SF × 0.25 ft ÷ 27 = 280 CY • Allowance for compaction, shaping, and loss (10%): ≈ 310 CY Basis of Quantities (Theodore Roosevelt Area Roadway): • Road Area: 19,400 SF • Added Depth: 3 inches (0.25 ft) • Calculated Aggregate: 19,400 SF × 0.25 ft ÷ 27 = 180 CY • Allowance for compaction, shaping, and loss (10%): ≈ 200 CY Period of Performance: Work shall be completed between June 8 and July 10, inclusively in accordance with the approved schedule and Notice to Proceed. All work shall be performed under a firm fixed price service contract. ITEM 2 – EXISTING UTILITIES 2.1 No known utilities are present within the roadway or parking area work limits. 2.2 Contractor shall exercise caution during grading and reclaiming operations. If any unknown utilities are encountered, immediately stop work in the affected area and notify the Contracting Officer (CO) and Contracting Officer’s Representative (COR). 2.3 Any damage to utilities caused by the Contractor shall be repaired at no additional cost to the Government. ITEM 3 – CONTRACTOR’S USE OF PREMISES 3.1 Conduct of Operations Contractor will conduct all operations in compliance with National Park Service regulations, Park rules, and the specifications of the contract documents. Public inconvenience shall be minimized at all times. -- 2 of 5 -- 21-Jan-2026 Page 3 of 5 Public access must be maintained at the Theodore Roosevelt Area. Traffic control measures, including cones, signage, and flaggers, shall be provided as necessary in accordance with MUTCD standards. 3.2 On-Site Work Hours Normal working hours shall be 7:00 a.m. to 4:30 p.m., Monday through Friday (Less Holiday(s), unless otherwise approved by the CO or COR. 3.3 Limits of Site Disturbance • Disturbance shall be strictly limited to existing roadways and parking areas. • No expansion of roadway width or parking footprint is permitted. • No excavation beyond the required depth for aggregate placement is authorized. 3.4 Storage and Staging Areas Temporary staging areas, if required, will be designated by the NPS. Contractor shall confine all material storage, equipment parking, and operations to approved areas only. 3.5 Environmental Protection • No storm drains exist; therefore, grading shall be performed to ensure sheet flow and natural runoff. • Prevent migration of aggregate material into adjacent vegetated or natural areas. • Equipment shall be clean and free of soil, seeds, or vegetative matter prior to entering the site. 3.6 Housekeeping Maintain a clean, orderly site. Remove excess aggregate, packaging, and debris daily. Park dumpsters shall not be used. ITEM 4 – COMMENCEMENT, PROSECUTION, AND COMPLETION Contractor shall commence work upon issuance of the Notice to Proceed and shall prosecute the work diligently to achieve completion within the approved period of performance. ITEM 5 – EXAMINATION OF THE SITE Contractor acknowledges familiarity with site conditions, access routes, and existing roadway configuration.
