DEPARTMENT OF HOMELAND SECURITY UNITED STATES COAST GUARD ENGINEERING SERVICES DIVISION SCOPE OF WORK FOR INSTALL DUCTLESS HVAC SYSTEM U.S. COAST GUARD STATION MILFORD HAVEN, VA COMMANDING OFFICER UNITED STATES COAST GUARD CIVIL ENGINEERING UNIT, RM 2179 1240 EAST NINTH STREET CLEVELAND, OHIO 44199-2060 GENERAL 1.1 Background 1.1.1 This Scope of Work (SOW) outlines the requirements to provide all necessary labor, materials, equipment, and supervision for the installation of a complete multi-zoned ductless mini-split heat pump system, as well as the replacement of existing deficient units, at United States Coast Guard (USCG) Station Milford Haven. The new installation shall provide comprehensive, independent climate control to the specified zones and ensure fully operational, energy-efficient heating and cooling throughout the Station Building. 1.2 Scope 1.2.1 The contractor is required to provide a reliable and efficient heating and cooling solution for the station. The contractor shall be responsible for a complete and functional installation. 1.3 References 1.3.1 The following references will be provided for the contractor: 1.3.1.1 PSN 05-C04096 Replace Electrical Substation Drawings 1.3.1.2 PSN 05-C04099 Major M&R of Electrical System Drawings 1.3.1.3 PSN 05-C02249 UPH Berthing FCU Replacement Drawings 1.3.1.4 Site Electrical Demand and Consumption Data 1.3.1.5 Existing site photos are included in Appendix (A) SPECIFIC REQUIREMENTS/TASKS 2.1 SITE PREPARATION AND DEMOLITION 2.1.1 The Contractor shall disconnect, lock-out/tag-out, and remove the three (3) existing mini-split systems located in the Berthing Hallway near Gym, Berthing Area Hallway near Training Room, and Communications Watchstander Room. Demolition shall include head units, refrigerant piping, condensate lines, compressors, and electrical homeruns. The Contractor shall be responsible for the proper disposal of all removed equipment, refrigerant, and debris off-site in accordance with all local, state, and federal laws and regulations. 2.2 NEW MINI-SPLIT INSTALLATION 2.2.1 The Contractor is required to provide and install nine (9) new multi-zoned mini-split heat pump systems in the following rooms: Berthing Hallway near Gym, Berthing Area Hallway near Training Room, Communications Watchstander Room, Reserve Room, OIC’s Office, XPO’s Office, EPO’s Office, Gym, and Messdeck. The final locations and zoning will be confirmed with the Contracting Officer's Representative (COR) prior to installation. 2.2.2 Provide ductless heat pump mini-split that includes compressors, fans, motor(s), drives, coils, air cooled condenser, air filters, controls for fully automatic operation, dehumidification settings, intercomponent piping and wiring, wall-mounted indoor fan coil with factory supplied condensate pump and field terminal connections. 2.2.3 All outdoor heat pump condenser and evaporator coils shall be factory-treated with a flexible, epoxy polymer electro-deposition (e-coat) corrosion control coating formulated for marine environments. 2.2.4 Route condensate lines to the closest available location. 2.2.5 Install units per manufacturer’s recommended instructions and maintain required clearances. 2.2.6 Contractor shall provide a proposed split system schedule for Government review and approval. Schedule shall include the following at minimum; area served, cooling capacity (MBH), heating capacity (MBH), minimum Seasonal Energy Efficiency Ratio (SEER), electrical data, and refrigerant type. 2.3 ELECTRICAL 2.3.1 The Contractor is required to perform a comprehensive demand calculation of all circuits on the main service switchboard and all electrical panels in the Station Building in accordance with Article 220 of the National Electrical Code (NEC). This is to identify the available panel space and capacity to support the additional electrical loads of the new mini-split systems. A formal report of these findings shall be provided to the Government with the installation plan for review and approval before any electrical work commences. 2.3.2 Contractor must supply and install electrical branch circuit wiring, conduit/raceways, fittings, junction box(s), protection devices (i.e., breakers) and all other electrical devices required to perform the scope IAW NFPA 70/NEC (2023). 2.3.2.1 Conductors: Unless specified or indicated otherwise or required by NFPA 70, provide power wires rated for 600-volts, Type THWN/THHN conforming to UL 83, except that grounding wire may be type TW conforming to UL 83. Minimum conductor size for branch circuits: No. 12 AWG (copper). 2.3.2.2 Interior conduit must be EMT with steel compression type fittings. Exposed exterior raceways shall be Polyvinyl Chloride (PVC) coated RMC or IMC. The PVC coating must be factory-applied (NEMA RN 1, Type A40) to prevent salt and moisture intrusion into the galvanized steel. 2.3.2.3 Cabinets, Junction Boxes, and Pull Boxes: UL 50, volume greater than 100 cubic inches, NEMA Type 1 enclosure; sheet steel, hot-dip, zinc=coated. Where exposed to wet, damp, or corrosive environments, NEMA Type 4X. 2.3.3 Contractor must update panel schedules with a permeant marker after installation of any new circuits. 2.4 MECHANICAL 2.4.1 All outdoor compressor units shall be securely mounted on either an exterior wall or on the roof. Locations for the outdoor units will be coordinated with and approved by the COR to minimize aesthetic and operational impacts. 2.4.2 Refrigerant lines shall be neatly run and protected by line-hide or an equivalent protective covering. All penetrations through walls or other surfaces shall be properly sealed and weatherproofed. 2.4.3 All refrigerant line runs, insulation, and connections shall be installed in accordance with manufacturer specifications and industry best practices. 2.5 SUBMITTALS 2.5.1 No later than 30 calendar days after the issuance of the Notice to Proceed, the Contractor sha
