SW-1 DESCRIPTION OF WORK
a. Overall Scope: The work consists of furnishing all labor, equipment, and materials necessary to complete the
construction project in strict accordance with the plans and specifications. This includes the removal and
disposal of unnecessary fountain and plumbing materials, followed by the installation of thirteen (13)
ELKAY water bottle fillers as detailed in the Scope of Work, along with all associated plumbing work.
All work shall be performed in accordance with the standards outlined in this contract, current labor market
standards, and applicable building and national plumbing codes. The Contractor will demonstrate the
capacity to manage multiple task orders concurrently, encompassing construction scheduling, cost
estimation, quality control, and subcontractor coordination.
The Contractor is responsible for ensuring all work results in a complete, functional system and for the proper
removal and disposal of all excess and waste materials generated during the project.
All work must be performed in strict accordance with the plans and specifications to remove and dispose of
excess and trash material. All work performed by the contractor shall result in a complete, functional system.
b. Location: The work site is located at the Presidio of Monterey, CA, encompassing 11 buildings identified in
the award as an attachment.
SW-2 PRINCIPLE FEATURES The work to be performed includes the following principal features:
a. Background: Initial assessment reveals that installing water bottle filling units at the originally requested
locations would require significant plumbing modifications. To efficiently improve water access while
minimizing construction costs, the Government is seeking the replacement of thirteen (13) existing
fountains with new filtered units and retrofit kits, as identified in the attachment labeled “Drinking
Fountain Locations & Models Floor Plans.”
The Contractor shall be responsible for all installation services, including providing necessary electrical
outlets, drainage, and water supply. The Contractor will determine the most cost-effective methods to fulfill
this contract, ensuring all work complies with applicable Federal, State, and local laws and regulations. The
Government will provide oversight and inspection of the Contractor’s work.
b. Standards: All work shall be performed in accordance with the standards outlined in this contract and the
following applicable codes and standards: ADA & ICC A117.1; ASME A112.19.3/CSA B45.4; CAN/CSA
C22.2 No.120; GreenSpec®; NSF/ANSI 42, 53, 61 (Q≤1); NSF/ANSI 372 (lead free); and 401 UL 399.
In the event of conflict between manufacturer’s standards and those specified herein, the most stringent
requirement shall govern.
c. Work to Done: All works meet or exceed all Army, federal, state, local and industry requirements. The
contractor shall not install the new bottle filling stations until the Government approves them. After
construction is completed, the contractor shall submit all required closed out submittals such as as-built
drawings, O&M Manuals, warranty, etc.
1) The contractor shall coordinate and complete the project in a timely manner to reduce disruption of daily
activities. The contractor shall strategically place all required barricades in order to direct traffic around
work areas to protect project areas.

2) Allow the Government Contracting Officer Representative (COR) sufficient time to inspect and accept
all prep work, the contractor shall notify the Government COR, not later than three (3) working days
prior to any completion.
3) All work shall be completed 100% and accepted by the Government COR. It must be tested for the State
of California and Federal law requirement for potable water. If it does not meet the standards, additional
work must be done.
4) The contractor shall conduct a site meeting with the Government COR prior to any procurement and or
site work. The contractor shall also conduct weekly coordination meetings with the Government (COR)
when work starts.
5) The contractor shall not commence any removal/demo of existing equipment, until all materials required
to complete project are on hand and on site. The contractor shall not commence any work at the site until
all necessary permits “notice to proceed” have been received.
6) The contractor shall ensure all material with long lead times are ordered in a timely manner.
7) Prior to installation, the contractor shall submit all products specifications and pictures to the
Government for approval.
8) Any changes alterations and/or adjustments to the statement of work and/or the “Proprietary Approval”
will be approved by the Government COR prior to proceeding. If such alterations/adjustments require
modification of any permits/approvals, the contractor shall not begin work on the alterations/changes
until the modified approvals/notice to proceed are received.
9) The contractor shall verify the existing site conditions and the existing site dimensions prior to bid
submittal.
10) The project site shall always be clean and orderly.
11) The contractor is responsible for identifying all latent conditions and shall contact the Government COR
to verify latent conditions prior to continuation of work.
12) The contractor is responsible for all required dust protection; protection of existing areas surrounding
the project areas and the matching of existing finishes as applicable.
13) The contractor shall develop and provide a proposed work schedule to the Government COR with a
proposed work schedule and notify him/her prior to any site work.
