CREECH AFB ADVANTOR MAINTENANCE CONTRACT

1. Overview
1.1. This Performance Work Statement is to fulfill the maintenance requirements for the Advantor
systems installed at Creech AFB. It includes the following services:
1.1.1.Equivalency of one full time, on-site Advantor Certified ESS Administrator/Engineer to
perform routine system maintenance functions.
1.1.2.Annual preventive maintenance per manufacturer’s recommendation on all Advantor
Suite for Networks (ASN) monitoring station equipment at Creech AFB.
1.1.3.Semi-annual preventive maintenance inspections for all Advantor IDS panels reporting to
the BDOC ASN.
1.1.4.Semi-annual preventive maintenance inspections for all Advantor Access Control panels
and associated SFXi’s.
1.1.5.Emergency service capability.
1.1.6.24-hour access to Advantor’s Technical Support Center.
1.1.7.Routine software updates consistent with the ASN and SFXi System’s configurations.
1.1.8.Maintenance for all existing and future Advantor ASN, SFXi, IDS, and ACS at Creech AFB not
covered under the (FSS-III) Fixed Site Sustainment contract.
2. System Administration
2.1. Based on the tasks below, equivalency of one full time employee (FTE) position will be provided
to manage and execute this maintenance program. The position will operate on a typical day-
shift schedule, Monday through Friday with enough flexibility in hours to address situational
concerns. The position will focus on the following maintenance responsibilities, prioritized as
primary and secondary, as follows:
2.1.1.Primary Responsibilities:
2.1.1.1. ASN Preventive Maintenance
2.1.1.2. ASN Emergency Service
2.1.1.3. IDS Field Equipment Preventive Maintenance
2.1.1.4. Access Control Field Equipment Preventive Maintenance.
2.1.1.5. IDS and Access Control Field Equipment Emergency Service
2.1.1.6. Ancillary/Secondary Responsibilities:
2.1.1.7. Assist SF POC in daily ASN data entry and database maintenance
2.1.1.8. Assist SF POC in graphics database maintenance (including creation of floor
plans or maps)
2.1.1.9. Knowledge of all Advantor installation services at Creech AFB
2.1.1.10. End-user system operational instruction and support, i.e. keypad usage.
2.1.1.11. Attend periodic progress meetings as may be required.
2.1.1.12. Create Excel document to maintain and track all active work orders falling under
contract this contract. Since access to sales force is not permitted for SF POC.
2.1.1.13. Weekly report with SF POC to discuss open and closed work order tickets
2.1.1.14. Maintain spare inventory listing
2.1.1.15. Report to SF POC each day to validate time.

3. Preventive/Scheduled Maintenance
3.1. ASN Preventive Maintenance will be performed annually according to the manufacturer’s
specifications as documented in the ASN Maintenance Guide, Section 6. This includes the
primary and alternate ASN Servers located in Bldg. #1078 and Bldg. #1150, three ASN
Administrator Workstations, and three SFXi Badging Stations.
3.1.1.Test and inspect all console cabling and connections.
3.1.2.Test power supplies and adjust voltages as necessary.
3.1.3.Conduct full system back up and verify.
3.1.4.Run ASN and OS system diagnostic reports and evaluate results for corrective action.
3.1.5.Clean computers.
3.1.6.Clean and adjust any PVC printers.
3.1.7.Update ASN & SFXi software to the latest release version for the configuration purchased.
3.2. Intrusion Detection System preventive maintenance will be performed semi-annually for the
IDS systems:
3.2.1.Visual inspection of all sensors, visible wire and control equipment to include confirmation
of quantities and locations.
3.2.2.Verify all “loop” data with central monitoring station.
3.2.3.Ensure panel communication with all sensors.
3.2.4.Verify correct annunciation of all sensors to the ASN monitoring station.
3.2.5.Verify correct operation of panel tamper switch configured for 24-hour reporting.
3.2.6.Ensure the panel box is properly secured to the wall.
3.2.7.Walk test of sensors to verify proper operation.
3.2.8.Battery status test, including simulated power failure to ensure proper operation (ensure
the panel operates on battery backup and reports the degraded condition to the BDOC
monitoring station. Batteries failing to perform under load will be replaced at that time or,
on a minimum of biennially, assuming current contract).
3.3. Access Control Field Equipment preventive maintenance will be performed semi-annually, and
includes the following services.
3.3.1.Includes Infraguard Access maintenance.
3.3.2.Includes SFXi systems installed in Buildings 703, 707, 718, 1055, and 1130.
3.3.3.Includes all connected devices (card readers, electronic locking devices, door position
switches, and egress devices), visible wiring and control equipment as specified.
3.3.4.Communications with the Access Control Management System (ASN or SFXi) will be
verified, along with verification of proper annunciation.
3.3.5.Battery operation will be tested; panel batteries failing to perform under load will be
replaced at that time or, on a minimum of biennially, assuming current contract. Batteries

3.3.6.Update SFXi software to the latest release version for the configuration purchased.
3.3.7.Replacement of defective parts not included (with the exception of panel batteries, as
noted above); parts will be used from any Creech AFB Bench Stock that is available.
Advantor will facilitate repair of these parts while under manufacturer’s warranty.
3.3.8.The Advantor ESS Administrator/Engineer will identify any parts in need of repair or
replacement and provide the information to the COR via a service ticket that includes a
