STATEMENT OF WORK Requirement: Collision Repair - 2022 Ford F-250 Super Duty VIN: 1FT7W2B6XNEF13759 Office: BLM Arizona – Mission Support Branch 1. Background The Bureau of Land Management (BLM) requires repairs to a 2022 Ford F-250 Super Duty, following front-end collision damage. There is significant impact damage to the front bumper, grille, radiator support structure, cooling system, lighting components, hood, fenders, and associated brackets and hardware. Damage extends into structural and mechanical areas including the upper/lower tie bars, tow hook brackets, hood hinges, condenser, radiator, fan shroud, and AC system, along with mechanical diagnostic scans and alignment requirements. 2. Objective Restore the vehicle to full operational condition, ensuring OEM-level structural integrity, mechanical safety, and cosmetic standards. All repairs must comply with Ford OEM repair procedures and National Highway Traffic Safety Administration (NHTSA) safety guidance as applicable. 3. Scope of Work The Contractor shall provide all labor, OEM parts, equipment, materials, and facilities to complete collision repairs as detailed in the provided estimates. Scope includes: • Front bumper and all associated structural and cosmetic components • Grille assembly and mounting hardware • Left/Right headlamps and aiming procedures • Radiator support system (upper/lower tie bar, panels, deflectors) -- 1 of 5 -- • Cooling system (radiator, coolant, air deflectors, shrouds) • AC system (condenser, evacuate/recharge, refrigerant recovery) • Hood assembly and hinges • Fender repairs and replacement, including liners and nameplates • Structural repairs including upper rail assembly, reinforcement elements, and frame pull/measure operations • Mechanical operations: scans, battery replacement, alignment • Miscellaneous items: hazardous waste, corrosion protection, cover car, masking, tinting, etc. 4. Specific Tasks The Contractor shall: A. Body & Structural Repairs 1. Remove and Replace (R&R) front bumper assembly, valance, molding, tow hook brackets, step pad, outer molding, mounting plates/brackets, and seals. 2. R&R grille assembly and lower covers. 3. R&R or blend affected fenders; install fender liners, nameplates, and edging. 4. Repair or replace structural components including upper rail assembly, reinforcement sections, and complete required frame pull and measurement operations. B. Cooling & AC System 1. R&R radiator, lower/upper deflectors, air shields, reservoirs, and coolant as listed. 2. AC evacuation, recharge, refrigerant recovery, and system service. -- 2 of 5 -- C. Hood & Front-End Assembly 1. R&R hood (ALU), applying clear coat, underside refinishing, hinges, lock mechanism, and alignment. D. Mechanical & Electrical 1. Mechanical labor including cooling system install, AC system service, structural support repairs, and electrical connector removal/installation as needed. 2. Perform pre-repair and post-repair vehicle diagnostic scans. 3. Replace battery as required. E. Alignment & Finalization 1. Perform four-wheel alignment. 2. Road test to validate proper mechanical and structural performance post-repair. F. Finish Work 1. Apply clear coat, tint color, masking, edging, and corrosion protection. 5. Place of Performance The Bureau of Land Management will be responsible for vehicle delivery to and from the Contractor. Contractor facility must be within 200-mile radius of BLM’s Tucson Field Office, 3201 East Universal Way, Tucson, AZ 85756. 6. Period of Performance (PoP) Repairs shall be completed within 10 business days from the date the vehicle is dropped off and parts availability is confirmed. -- 3 of 5 -- 7. Government-Furnished Property • Vehicle: 2022 Ford F-250, VIN 1FT7W2B6XNEF13759 • Government will transport vehicle to the selected repair facility. 8. Constraints • Contractor shall use OEM parts only. • Follow all Ford OEM recommended repair procedures. • All paint and refinishing shall meet manufacturer specifications. • Any additional hidden damage discovered during teardown must be reported immediately. 9. Acceptance The Government will inspect the vehicle post-repair. Acceptance criteria: • All replaced components installed correctly and aligned • Cooling and AC systems operate without leaks • Structural measurements confirmed to OEM tolerances • No warning lights or DTCs after post-repair scan • Paint and cosmetic finish consistent with OEM standards • Proper headlamp aiming and safe operational readiness 10. Warranty Contractor shall provide: • OEM part warranties • Standard collision repair labor warranty -- 4 of 5 -- • Any supplemental warranties provided by the repair facility 11. Deliverables 1. Completed work order and itemized parts/labor invoice 2. Pre-repair and post-repair diagnostic scan reports 3. Alignment report 4. Photographic documentation if required 5.
