-- 1 of 5 -- -- 2 of 5 -- Inspection and Maintenance of Janus Fire System Comprehensive Requirements for Contractors and Facility Managers Background The Glen Canyon Power Plant utilizes the Janus Fire Systems LPCO₂ fire suppression system to safeguard the windings of its eight main generating units. This system is designed to extinguish fires primarily through oxygen displacement or vapor phase reduction, effectively halting combustion. It delivers at least 50% CO₂ concentration within the airtight generator air housing in seven minutes. Since installation in 2015, the system has remained operational but has not yet been inspected. Scope of Work The Bureau of Reclamation, Glen Canyon Field Division, requires inspection of the CO₂ fire suppression system at the Glen Canyon Power Plant located in Page, Arizona, off Highway 89. The inspection is to ensure continued operation and compliance. Requirement The Contractor shall furnish all labor, tools, equipment, and technical expertise necessary for the inspection. The following tasks must be performed annually unless otherwise specified: System Inspection Tasks  Functional testing of fire suppression alarm control panel under normal and emergency (battery backup) conditions  Testing of alarm initiating devices  Testing system disable switches  Functional testing of audio/visual notification devices  Functional testing of actuators or solenoids  Functional testing of auxiliary functions  Verification that system signals are received by third-party monitoring service  Visual inspection of room integrity and system enclosure  Visual inspection of CO₂ tanks for physical damage and secure mounting  Verification of CO₂ agent quantities  Visual inspection of distribution piping and discharge/actuation hoses  Testing of associated valves and pneumatic equipment -- 3 of 5 --  Testing of time-delay and lockout valves  Inspection of Generator Air Housing Discharge Nozzles will only be able to be inspected during a Unit outage.  The 1st inspection shall include hydrostatic testing of the hose and is not required thereafter.  Ensure system compliance with NFPA 12 standards for CO₂ systems. Key System Components  Two CO₂ storage tanks (rated for 300 PSI)  Distribution piping and nozzles  System actuators  Compressor condensing unit (Copeland CJAL-0200-TAD-001, 406 VAC, 3-phase, 500 PSI) Inspection Report Upon completion of the inspection, the Contractor shall submit a detailed report including:  System condition  Identified deficiencies or malfunctions  Recommended repairs or part replacements  Detailed cost estimates for all proposed parts and repairs, clearly separating labor and parts costs; labeled photos of deficiencies or damaged equipment No repair work is authorized until Reclamation reviews the report and the Contracting Officer issues written authorization to proceed. Inspection Scheduling The Contractor must coordinate with the designated Contracting Officer Representative (COR) to schedule the inspection within 60 days of contract award. Inspections should be scheduled at least two weeks in advance. Compliance is required with:  All applicable federal, state, and local safety regulations -- 4 of 5 --  The Bureau of Reclamation’s Reclamation Safety and Health Standards (RSHS), 2009 Edition (Available at: http://www.usbr.gov/ssle/safety/RSHS/rshs.html)  Contractor will provide their own PPE.  Onsite Job Hazard Analysis (JHA) will be provided to the Onsite Supervisor and Project Manager. Site Conditions The CO₂ system is located within the Glen Canyon Dam Power Plant. The following facilities are available to the Contractor at no cost:  Restrooms  Electricity  Non-potable water  Mobile phones and laptops are permitted. Photos should not be posted on social media. The Contractor is responsible for conveying water and electricity to needed areas. Work Hours Monday through Thursday, 7:00 AM to 4:00 PM, excluding Federal holidays. Any work outside these hours requires pre-approval from the COR or Contracting Officer. Required Submittals Please include the following information with your quote:  A four-year service contract beginning after initial inspection and any repairs, outlining scheduled maintenance and coverage of all system components for ongoing compliance and functionality.  Contractor must have at least 5 years’ experience working on CO₂ fire protection systems. Provide details for at least two similar projects completed in the last five years, including project description, contract value, company name, contact, and phone number.  A comprehensive list of inspection tasks, demonstrating all minimum requirements are fully integrated in inspection procedures.  Proof of technician certification; test instruments must have proof of calibration.  Evidence of compliance with NFPA 12, if not already noted.  A proposed schedule or timeline.
