PERFORMANCE BASED STATEMENT OF WORK
I. GENERAL INFORMATION
A. Introduction
This contract is for the performance of regular monthly and yearly
preventative maintenance and routine repair/replacement service for the
Heating, Ventilation and Air Conditioning system (HVAC) located at USGS
Eastern Ecological Science Center at the Patuxent Research Refuge
Gabrielson Lab 12100 Beech Forest Rd Laurel MD 20708.
Background
The Gabrielson Lab was built in the late 1960's and the HVAC system was
renovated in the mid 1990's and again in 2018, with the replacement of the
chiller, boilers, air handler coils, and other miscellaneous equipment, under
an energy savings contract. Other components of the system are at or
beyond their expected life cycle, therefore a service contract is necessary to
continue replacement of additional equipment and perform other needed
repairs.

This procurement will allow EESC PRR to have a contract in place to maintain
mission critical HVAC equipment, provide heating /cooling system start up and
shut down and to minimize downtime. The contractor will also provide emergency
service on an “as needed” basis. Contractor will provide an emergency service
phone number. Specific details of this service and equipment are below.
II. WORK REQUIREMENTS

b. Preventative and remedial maintenance items required for equipment listed
above:
1. Provide regular, monthly equipment inspections.
2. Clean, inspect, test, and properly adjust all equipment as required. (As
per manufacturers recommendations or greater. Also includes coils,
pans, drain lines and water systems, etc.)
3. Check, verify, and adjust as needed all equipment operational
pressures.
4. Oil, lubricate and grease all required equipment and parts to
manufacturers recommendations or greater.
5. Provide seasonal startup, changeover maintenance and lay up as
required.
6. Provide an annual boiler shutdown consisting of firebox
brushing/cleaning, new nozzles, oil filters, burner set-up, efficiency
testing and maintenance materials, gaskets, nozzles, filters, etc.
7. Replace/adjust all belts as needed.
8. Replace all air filters (required every three months)
9. Sample/test compressor oil and glycol annually for problem indicators
and make recommendations.
10. Report all recommendations and deficiencies to facilities manager.
11. Provide on-site log to report date of services with actions taken.
12. Provide twelve (12) operating inspections.

B. Criteria for Acceptance of Service:
Receipt of a detailed work ticket and entry into an on-site log with date and
details of completed work. The completed work will be judged on the
efficiency of the system, lack of downtime and responses to emergencies.
C. Deliverables:
1. The contractor is to provide all material, labor supervision and
technical expertise to maintain and repair the above referenced
equipment in accordance with manufacturers' guidelines and industry
practices. The contractor will provide 24-hour emergency service with
a response time of no more than 2 hours after receiving the emergency
call. Single repair amount limits will be reflected on the final award.
2. Contractor is responsible for providing a written estimate (labor and
parts) before beginning any emergency/unscheduled work with the
understanding that the final amount of the repairs will be determined
after all work has been completed.

D. Site Visit: will be scheduled to allow contractors to observe the site location.
Attendance is strongly encouraged.
D. Special Considerations:
1. Contractor will wear proper PPE when necessary and work safely within
Sate and Federal OSHA mandated guidelines.
2. Security/Privacy issues (ingress to Federal buildings, personnel
clearances, SSN of contractor): Contractor will be trained on building
access procedures.

The contractor that is awarded this contract will be trained on the
procedures of entry and exit of our facility to include checking in and
checking out with the facilities staff during times of work. Normal working
hours for Facility Staff are from 5:00 AM to 3:30 PM, Monday through
Friday except for Government holidays and special events.
3. The entirety of the duties, as set forth in this performance work statement,
may not be sub-contracted.
