VA Pacific Islands Health Care System Domestic Water Booster Pump Installation American Samoa CBOC Project: 459-26-007 STATEMENT OF WORK GENERAL SCOPE The Contractor shall provide all labor, materials, equipment, supervision, and incidentals necessary to furnish and install a complete domestic water booster pump system at the American Samoa Community Based Outpatient Clinic (CBOC), part of the VA Pacific Islands Health Care System (VAPIHCS), to improve domestic water pressure throughout the facility. The American Samoa CBOC is a single-story outpatient clinic of approximately 14,000 square feet served by a 2-1/2-inch domestic water service line. Existing measured static water pressure inside the building is approximately 30 PSI, which has resulted in occupant complaints and insufficient pressure to reliably support flush valve plumbing fixtures and future laboratory equipment. The booster pump system shall be designed and installed in accordance with the requirements of the VA Technical Information Library (TIL), including the VA Plumbing Design Manual PG-18-10 and applicable VA Master Construction Specifications, and shall be capable of maintaining a minimum of 40 PSI flowing pressure at the most remote flush valve fixture, with system discharge pressure exceeding 60 PSI, while supporting an estimated peak domestic water demand of approximately 80 gallons per minute (GPM). STATEMENT OF WORK The Contractor shall provide a complete, turnkey domestic water booster pump system, including design, equipment, installation, integration, testing, and commissioning. Provide and install a duplex booster pump system with VFDs and automatic lead/lag sequencing. Install system in Room 120 with housekeeping pad, vibration isolation, and anchoring. Modify existing 2-1/2” domestic water service piping including valves, gauges, and relief valve. Provide electrical power, disconnect, and wiring from existing panels. Provide point of connection with the capability to integrate system into BAS via BACnet with monitoring points including pressure, pump status, run hours, VFD speed, kW, flow, and alarms. Replace Pressure Regulating Valves with same or equal. Coordinate shutdowns with COR and staff onsite. Perform startup, testing, commissioning, and providing documentation. Provide project schedule within 10 days of Notice to Proceed (NTP). Provide an overall schedule for the project. Three weeks look ahead. Maintain site safety, supervision, and restoration. Provide coordination drawings if applicable. Provide training O&M manuals, as-builts, and warranties. Upon completion of the project, the contractor shall flush all the plumbing fixtures within the building to ensure no fixture is air lock and all debris has been removed. Period of Performance is 120 days. WORK SHALL INCLUDE The project will include all labor, material, equipment and supervision to perform the required construction work on this project as shown in the drawings and specifications. Refer to the attached drawings and specs. The Contractor shall be responsible for obtaining and coordinating the services of all third-party Contractors performing other services on site and other entities as part of the contract to ensure the expected quality, timely delivery, and documented final product. Working hours for this project are from Friday at 5 pm to Sunday. No work shall be performed during normal hours of operation at VA sites from 7:00 AM to 5:00 PM Monday through Friday and this includes holidays. Water needs to be available during normal hours of operations. DESIGN CRITERIA Comply with VA Plumbing Design Manual, VA Master Specs (22 05 11, 22 05 23, 22 05 29, 22 11 23, 22 11 00), IPC, and local codes. SUBMITTALS Provide shop drawings, pump curves, equipment data, electrical diagrams, controls, BAS points, and certifications. ADDITIONAL REQUIREMENTS Housekeeping - Accumulation of trash, paper, wood shavings, sawdust, excelsior, boxes and other packing materials will be cleaned up as often as necessary and at the end of each workday. False Alarms – Fire Department response fees for false alarms caused by the contractor will be paid by the contractor. To avoid this, dust covers for smoke detectors and alarms are required to be used while construction work is ongoing. These covers shall be removed at the end of the construction work shift to keep them operational. Fire Watch - Provide fire watches for impairment more than 4 hours in a 24-hour period. Request interruptions in accordance with Article, OPERATIONS AND STORAGE AREAS, and coordinate with COR and facility safety officer. All existing or temporary fire protection systems (fire alarms, sprinklers) located in construction areas shall be tested as coordinated with the medical center. Parameters for the testing and results of any tests performed shall be recorded by the medical center and copies provided to the COR. Smoking is strictly prohibited in all facilities, near flammable liquids and highly combustible materials. Smoking is only authorized in designated smoking areas. Security – Contractors will always wear security badge in plain sight above the waist. Contractors found without a badge will be immediately removed from VA property by VA Police. Parking – Contractor vehicles shall park at the designated area that is identified by the VA staff at the American Samoa CBOC. Coordinate parking with the Facilities Operations Specialist at the American Samoa CBOC. Tuberculosis (TB) – Contractor is responsible for ensuring that if contracted construction worker(s) have been determined to be at risk for transmission of TB based upon the TB pre-construction risk assessment. The contractor must provide written certification, within 24 hours upon request, to the COR that all contract employees assigned to the work site have had a pre-placement tuberculin screening within 90 days prior to assignment to the work site an
