General Information
1. GENERAL: This is a non-personnel services contract to provide custodial and janitorial services. The
Government shall not exercise any supervision or control over the contract service providers performing
the services herein. Such contract service providers shall be accountable solely to the Contractor who, in
turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, transportation,
supervision, and quality control necessary to maintain the facility in a clean, sanitary, neat, and
professional condition and other items and non-personal services necessary to perform the custodial and
janitorial services as defined in this Performance Work Statement except for those items specified as
government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: The USDA-Agricultural Research Service (ARS), Foreign Disease Weed Science
Research Unit (FDWSRU), located on Fort Detrick, in Frederick, Maryland has a need for custodial and
janitorial services in their mixed-use facility. The facilities consist of, but not limited to, office spaces
and laboratory spaces, and plant pathogen high containment laboratory and greenhouse spaces. The
facilities are located at 1301 Ditto Avenue and 374 Beasley Avenue, Fort Detrick, MD 21702. The
Contractor will provide custodial and janitorial services in accordance with all terms, conditions,
provisions, schedules and specifications of this document.
The facility located at 374 Beasley Avenue is a high containment plant pathogen facility is used for the
study of foreign plant pathogens that are not present in the United States . To maintain the
integrity of the containment facility and to assure that the risk of pathogen escape is negligible,
specific guidelines and requirements are enforced. Entry to the facility includes changing out of street
clothes and into government provided garments for work inside the containment area. Exiting the facility
includes, removing government provided garments and showering out of the facility. These statements
are meant to give a general understanding, the Contractor is required to follow all guidelines,
requirements and attend all trainings.
1.3 Objectives: Contractor shall maintain all FDWSRU facilities in a manner which is free from filth and
pathogens and enhances the appearance and cleanliness of the site as a whole. The contractor’s staff shall
follow all rules and regulations of the USDA-ARS and FDWSRU at all times while on USDA-ARS-
FDWSRU property. The contractor, through the contractor’s onsite manager, shall be responsible for
enforcing the rules and regulations of the USDA and FDWSRU.
1.4 Scope: The Contractor shall perform all the janitorial services in a quiet, disciplined, orderly manner
so as not to disturb employees working in the respective areas, visitors, or the normal operation of the
activity being cleaned. At all times, the Contractor shall coordinate work so as not to cause interference
with Government business or work performed by Government staff and other Contractors.
Janitorial services shall apply to all designated spaces including, but not limited to, halls, rest rooms,
locker rooms, office spaces, laboratories, work areas, entryways, lobbies, storage areas, stairways,
elevators, break areas, conferences rooms and interior and exterior of the facilities listed in this
Performance Work Statement (PWS) at the sites listed below.
Building 1301 – 1301 Ditto Avenue, Fort Detrick, MD 21702 – approximately 16,300 sqft
Building 1302 – 1302 Crops Way, Fort Detrick, MD 21702 – approximately 800 sqft

1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and
four (4) 12-month option years and an additional six-month extension option. The Period of Performance
reads as follows:

1.6 General Information
1.6.1 Recognized Holidays: No service on recognized holidays.

If a holiday falls on a Saturday, the preceding Friday is observed; if it falls on a Sunday, the following
Monday is observed.
1.6.2 Hours of Operation: The contractor is responsible for conducting business, between the hours of
7:00am through 4:30pm, Monday thru Friday except Federal holidays or when the Government facility is
closed due to local or national emergencies, administrative closings, or similar Government directed
facility closings. The contractor will not be reimbursed when the government facility is closed for the
above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted
performance of all tasks defined within this PWS when the Government facility is not closed for the
above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity
of the workforce are essential.
1.6.3 Security Requirements: ALL Contractor personnel performing under this contract are required to
undergo trust determination process which includes credentialing and suitability/fitness determinations for
employment with a Federal agency. P erformance cannot proceed prior to scheduling the required
investigation and favorable preliminary determination by Personnel Security and Suitability
staff. They must comply with the identity proofing and registration requirements outlined in DM
4620-002. May be Required to be enrolled in Continuous Vetting, which authorizes government
agencies to receive notifications of criminal activity on individuals who hold low risk, public
