1 STATEMENT OF WORK Commercial Internet & WiFi Services FOR JBSA Randolph Library (B598) 802 FSS OL-B/FSDL 5th Street East, JBSA Randolph, TX 78150 1. DESCRIPTION OF SERVICES/GENERAL INFORMATION: The Contractor shall provide all management, tools, supplies, equipment, and labor necessary for the assembly, installation, and monthly service of wireless and landline commercial internet services, dedicated fiber optic internet access with a minimum speed of 500 Mbps, at JBSA Randolph Library located at 5th Street East, JBSA Randolph, TX 78150. 1.1. DESCRIPTION OF SERVICES: This is an annual service contract with a base year and four optional renewal years. The Contractor shall provide expeditious delivery, assembly and installation of 5 managed wireless access points and landline commercial internet services using the installed fiber line at JBSA Randolph Library. A minimum of 3 additional WIFI access points (and accompanying routers/equipment) will be added by the Contractor in a portion of the building currently being renovated when the building is ready for public use, which may be at any time during the contract base year and option 4 additional years. The contractor shall install wireless and landline commercial internet services. The landline commercial internet services will have a static IP. The wireless commercial internet services will include the wireless access points and a minimum of 12 months support service to include training of the new installation. The contractor will provide dedicated fiber optic internet access with a minimum speed of 500Mbps. Additionally, the contractor shall provide drawings/illustrations, specifications, product details, manuals, labor, tools, equipment, supplies, transportation, materials and supervision necessary to accomplish this project. The Contractor will provide installation, specifications, and illustrations of layout and products to contract administrator within 5 calendar days after contract award. Air Force libraries are identified as Core mission and classified as Category A (100% APF). The libraries are required to deliver specific DoD Library Core Standards (DoDLS) which are reported on AF Common Output Level Standards (AFCOLS) annually. Per DAFI 34-101, DoDI 1015.10 and DoDLS, access to online library catalogs & resources, WiFi access and commercial network hardwired computers should be provided to patrons whenever possible. 1.1.1. COMMERCIAL INTERNET BLDG 598: The Contractor shall engineer, install, furnish and test commercial internet services in building 598, JBSA Randolph Library. The Contractor will provide a proposed project schedule reflecting a timeline to complete all activities needed to provide the internet services which will be fully operational NLT 60 days after contract award date. In this facility, the government will provide the circuit path from the Base Commercial Demarc location. a) 500Mbps Circuit minimum b) In this facility, the government will provide the circuit path from the Base Commercial Demarc, Bldg 379 to Bldg 598. Contractor shall ensure all Government Draft -- 1 of 6 -- 2 provided PCs are fully operational with commercial internet service. The services will be operational NLT 60 days after the contract is awarded. Specifications Standard Wireless Standard 802.11ac Access Point or higher Dual Frequency Access Points both 2.4 and 5 GHz bands Upload 500Mbps minimum Download 500Mbps minimum Hard Data Lines 36 c) The facility will require both landline and wireless access coverage for the area depicted on the layout in Appendix A, Layout #1. d) Additional WIFI internet coverage will be required for 3500 square feet of additional library space currently being renovated, hereto known as the “library expansion”. At the time it becomes ready for public use, a minimum of 3 additional WIFI access points, as well as any accompanying routers, equipment, or materials needed to install WIFI internet, will be installed in the library expansion. More than 3 WIFI access points may be required dependent on heat mapping and signal strength throughout the 3500 square feet of additional building space. The contractor will determine the signal strength, and will install additional WIFI access points that will be needed. e) The time frame for the additional internet coverage needed for the library expansion will depend on the speed with which the building is renovated, and may occur at any time within the contract period (base year and/or any of the additional optional years). f) Once the library expansion is ready to be opened to the public, the contractor will at that time be required to install any hardware, including hardline drops, equipment, routers, WIFI access points, and any additional equipment needed, to provide internet to the building expansion as well as the main library. Contractor shall ensure all connections are fully operational with commercial internet service is accessible to fulfill this contract. The services will be operational NLT 60 days after the contract is awarded. g) The Wireless access coverage for the area depicted is in Appendix A, Layout #2 1.1.2. SITE VISIT: Site visit will be held at JBSA Randolph Library located at 5 th Street East, JBSA Randolph, TX 78150, Building 598. 1.1.3. PROJECT MANAGEMENT. The Government’s Point of Contact (POC), Diana Lisenbee (or an alternate) will be available during the performance of work to coordinate the placement of all items. Contractor shall provide and designate a responsible employee (the supervisor) to supervise work and to coordinate with the Government’s POC throughout all phases of work to be performed. The Contractor’s supervisor shall be on site during the time any work is being done by the Contractor’s employees. 1.1.4.
