above, for any company other than Getac distributors to provide the required supplies and
services.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the
supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, the JPMS program initiates a bi-annual refresh to the
computer system used for mission planning. Every other year, commercially available laptops
are compared and tested, and the model that best meets requirements is selected as the mission
planning machine to be procured over a two-year period. Each bi-annual refresh requires a
thorough engineering evaluation of candidate machines to fulfill the specifications developed
using the mission planning requirement of the fleet. Future procurements in the next bi-annual
refresh period will require a new engineering analysis, giving manufacturers a renewed
opportunity to submit a product for consideration that meets the Government’s requirements.
With technology advancing, it will eventually lead to the aircraft updating its requirements. This
update will allow for stronger competition for commercial computer firms in FY 2028. The
planned acquisition approach for FY 2028 is to release a new source sought to encourage
competition.
