STATEMENT OF WORK TEMPLATE
1.0 Introduction/Background: The Vacuum Plasma Spray (VPS) facility at NASA
Langley Research Center requires precise and stable temperature control of the stage
assembly during plasma operation. Plasma spraying generates rapidly fluctuating thermal
loads, and the stage must be actively cooled to maintain operational stability, prevent
overheating, and ensure repeatable test conditions. The existing cooling system is no
longer adequate for the required heat‑flux levels and does not support the specialty
coolant, GALDEN® HT‑135, which is necessary for vacuum‑adjacent operation due to
its low vapor pressure, chemical inertness, and non‑reactive behavior in high‑temperature
environments.
The Julabo PRESTO W40 dynamic temperature‑control system is required to provide
high‑capacity, high‑stability cooling using GALDEN® HT‑135 and to integrate directly
with the VPS cooling loop without redesign. This procurement supports continued
operation of the VPS facility and ensures safe, reliable, and repeatable thermal
management during VPS operation in support of NASA's materials research under the
STMD Dust Mitigation and Environmental Material Solutions (DMEMS) effort.
2.0 Scope of Work: This Statement of Work covers the procurement, delivery,
installation, and functional verification of one Julabo PRESTO W40 dynamic
temperature‑control system, configured for operation with GALDEN® HT‑135 and
integrated into the existing VPS cooling architecture. The contractor shall provide all
hardware, documentation, installation support, and training necessary to ensure full
operational capability.
3.0 Objectives: The objective of this effort is to acquire and implement a fully
compatible, high‑dynamic chiller capable of circulating GALDEN® HT‑135 and
maintaining stable stage temperatures during plasma spray operation. Successful
completion will ensure safe thermal management, protect VPS hardware, and enable
repeatable, high‑quality VPS testing for ongoing materials research
4.0 Description of the Work/Contractor Tasks:
The contractor shall provide a Julabo PRESTO W40 dynamic temperature-control system
(Part No. 9421401.14) to ensure proper installation and operation within the LaRC VPS
facility. The PRESTO W40 must meet the following technical specifications, which are
required for safe and stable cooling of the VPS stage using GALDEN® HT-135 during
vacuum plasma spray operation.
Task 1: Equipment Provision
The contractor shall provide one Julabo PRESTO W40, water-cooled configuration, with
the following required technical attributes:
• Working temperature range: –40 °C to +250 °C
• Temperature stability: ±0.01 °C to ±0.05 °C for high-precision control under
rapidly varying thermal loads

• Heating capacity: 2.3 kW
• Cooling capacity: Up to 1.2 kW depending on temperature (e.g., 1.2 kW at
+20 °C; 0.3 kW at –30 °C)
• Pump flow rate: 0–40 L/min (variable-speed circulation pump)
• Pump pressure (PCF): 1.5–18.9 psi (0.1–1.7 bar) for stable circulation of
high-density engineered fluids such as GALDEN® HT-135
• Pump connections: M24×1.5 male fittings for integration with IMPACT’s
existing coolant loop
• Cooling-water connection: G¾ in.

The contractor shall ensure the delivered unit is fully compatible with GALDEN®

Task 2: Delivery and Logistics
A lead time of 8 weeks is expected from the original quote. The contractor shall ship the
PRESTO W40 to NASA Langley Research Center using air-ride freight or equivalent
protective transport. The contractor shall coordinate delivery with NASA personnel and
provide all necessary shipping documentation.
Task 3: Installation Support
The contractor shall provide installation assistance, including guidance on placement,
connection to the existing cooling loop, and verification of compatibility with
GALDEN® HT‑135. NASA personnel will perform physical installation, but the
contractor shall provide remote support as needed.
Task 4: System Verification
The contractor shall assist NASA in verifying that the PRESTO W40 operates within
manufacturer specifications once connected to the IMPACT cooling loop. Verification
shall include:
• Confirmation of stable circulation of GALDEN® HT-135 at required flow and
pressure
• Confirmation of temperature-control performance across the required operating
range
• Confirmation of leak-free operation and proper pump performance
