PROJECT OVERVIEW: This project comprises the full renovation of the kitchen breakroom in Room B15, Building B, at the U.S. Embassy Paris. Works shall be organized into two lots: Lot 1 covers the complete fit-out of the kitchen space, including demolition of all existing equipment and finishes; installation of new ceramic floor and wall tiling throughout the room; supply and installation of a full kitchen cabinet suite (type IKEA or equivalent) with integrated appliances (refrigerators, compact oven, and microwave); a custom quartz countertop; a new stainless steel sink and mixer tap; reinstallation of the existing water fountain; new dedicated plumbing, drainage, and electrical circuits; and concealed under-cabinet LED lighting with occupancy sensor control. All works shall comply with applicable French standards (NF DTU 60.1, NF C 15-100, NF DTU 52.2) and a CONSUEL electrical compliance certificate shall be issued upon completion. Lot 2 covers the partial demolition of an existing non-load-bearing partition and installation of a custom steel-framed workshop-style glazed screen (verrière atelier) above 2,000mm finished floor level. The glazed screen is designed to preserve natural light transmission between the kitchen and the adjacent open-plan office while providing a defined visual separation. A 200mm coffee bar shelf shall be installed at the junction between the retained partition and the base of the glazed screen. All structural calculations shall be certified by an engineer and submitted to the Contracting Officer's Representative (COR) for approval prior to fabrication. Both lots shall include site mobilization, protection, cleaning, and waste removal to a licensed disposal facility upon completion. All brand-name items are specified for design reference purposes only. The contractor may supply equivalent products meeting the same dimensional, functional, and aesthetic criteria, subject to prior written approval. HEALTH & SAFETY REQUIREMENTS i) General Obligations ✓ The contractor shall comply with all applicable French health and safety legislation, including but not limited to: o Code du Travail (French Labor Code), in particular provisions relating to construction site safety. o Décret n° 2004-924 relating to working at height. o Décret n° 94-1159 and associated regulations on coordination of health and safety on construction sites (SPS — Sécurité et Protection de la Santé). o NF C 15-100 for all electrical works. o NF DTU 60.1 for all plumbing works. ✓ The contractor shall always appoint a competent site supervisor responsible for health and safety on site during works. ✓ Prior to commencement, the contractor shall submit a site-specific Health & Safety Plan (Plan Particulier de Sécurité et de Protection de la Santé — PPSPS) to the Contracting Officer's Representative (COR) for review and approval. ✓ All subcontractors engaged by the contractor are subject to the same health and safety obligations and must be briefed accordingly before commencing work. ii) Works in an Occupied and Functioning Embassy Environment ✓ Works are being carried out within an active, occupied U.S. Embassy facility. Embassy staff, Consular Affairs personnel, and members of the public may always be present in adjacent areas during normal working hours. ✓ The contractor shall coordinate all works with the COR and the Embassy Facilities Manager to: o Agree on permitted working hours prior to commencement. Works generating significant noise, dust, or disruption (demolition, drilling, grinding, tiling) shall be scheduled to minimize impact on Embassy operations, and may be restricted to outside normal Embassy working hours as directed by the COR. o Provide a minimum of 48 hours' advance notice to the COR before commencing any phase of work that may cause disruption, noise, or temporary loss of access. o Obtain all necessary Embassy access authorizations for contractor personnel and vehicles before work begins. All contractor personnel must carry valid identification and always comply with Embassy security protocols. -- 3 of 14 -- Attachment 1- Scope of works — Kitchen Renovation RFQ 19FR6326Q0097 4 | P a g e 1 4 iii) Site Segregation and Pedestrian Protection ✓ The contractor shall fully segregate the works area from all occupied and circulation spaces using rigid hoarding, temporary partitions, or equivalent barriers of sufficient height and stability to prevent unauthorized access and contain dust, debris, and noise. ✓ All barriers shall be clearly marked with warning signage in both English and French indicating an active construction zone and prohibiting unauthorized entry. ✓ Pedestrian routes adjacent to the works area shall remain clear, safe, and unobstructed at all times. Where temporary narrowing of a corridor or passage is unavoidable, the contractor shall provide adequate signage and, where required, a banksman or site marshal to manage pedestrian flow safely. ✓ Floor protection shall be installed on all circulation routes used by contractor personnel for access to and from the works area, to prevent damage to existing finishes and to reduce slip hazards from dust and debris. ✓ No materials, tools, or equipment shall be stored in corridors, stairwells, emergency exits, or any other shared circulation area. iv) Dust and Debris Control ✓ The contractor shall implement effective dust suppression and containment measures throughout all phases of works, including: o Sealing of all openings, gaps, and ventilation grilles in the …
