Dated: 17 February 2026 DISTRIBUTION: DoD COMMUNITY ONLY United States Marine Corps (USMC) Laboratory Testing Support Services PWS Attachment 1 Accordance with DFARS 252.237-7023(b), the below identified contractor services performed under this contract are essential contractor services in support of mission essential functions. These services are required to be performed on-site to support minimum sustainment of drinking water operations; telework is not authorized: PWS 3.2.3 Drinking Water Program 3.2.3.1 The Contractor shall furnish all sample containers and analyze all samples required for testing/sampling aboard Marine Corps Base (MCB), Quantico, VA. Testing frequency shall follow the appropriate regulation requirement. PWS 3.3.2 Drinking Water Samples Collection Parameters The contractor shall collect the water samples from a central collection site within a 15-mile radius of MCB, Quantico, VA, or from the Mainside Water Treatment Plant MCB, Quantico, by 2:00 PM on a varying schedule to be arranged by both parties. The contractor shall be prepared to transport and analyze bacteriological water samples within the six (6) hour hold time allowed. 3.3.2.1 Mainside Drinking Water Treatment Plant a. Carbamate by EPA method 531 (CARB) b. Cyanide (CYN3) c. Diquat by EPA Method 549 d. Fluoride e. Fumigants by EPA Method 551.3 f. Halo-Acetic Acids by EPA 552.2 g. Herbicide by EPA 515 h. Inorganic Chemicals in Drinking Water i. Lead and Copper ( to include two (2) additional lead samples per month for in house data monitoring) j. Metal Analysis of Drinking Water k. Nitrate-acid preserved sample(NN) l. Radiological m. Semi-volatiles by EPA method 525.2 n. Total coliform and E-coli by Quanti-Tray o. Total coliform Presence absence (Current drinking water permits call for 20 samples from Mainside, -- 1 of 2 -- Dated: 17 February 2026 DISTRIBUTION: DoD COMMUNITY ONLY One (1) sample from Upshur and ten (10) samples from Camp Barrett each month; also allow for possible positive results/resampling ~ five (5) additional samples per month.) p. Total Organic Carbon q. Total Organic Carbon and alkalinity r. Trihalomethanes s. Volatile Organics by method 524 t. Disinfection by-products; a. TTHM (to include 6 compliance samples, and 2 in house samples for data monitoring per quarter) b. HAA5 (to include 6 compliance samples, and 2 in house samples for data monitoring per quarter) u. Pesticides DW – SUB (4) v. PFAS, EPA Method 533 and EPA Method 537.1 (Per DoD Memo for all four (4) finished water systems, to include quarterly compliance sampling and 2 additional in-house samples for data monitoring annually) 3.3.2.2 All sample containers shall be delivered to the Water Treatment Plant, 1303 Caddy Road, MCB, Quantico, VA 22134. 3.3.2.3 The contractor shall be capable to provide sample analysis seven (7) days per week, 52 weeks per year, all while keeping within all sample hold times. 3.3.2.4 The contractor shall ensure that test results are provided on time, within a seven (7) day response period. The contractor must report test abnormalities to the Contracting Officer’s Representative (COR) and Plant the same day the information is available to the lab. End -- 2 of 2 --
