INSTRUCTIONS: NOTICE TO OFFERORS SUPPLY AND INSTALLATION OF PLAYGROUND EQUIPMENT FOR WALLASHUCK CAMPGROUND LAKE RED ROCK PROJECT, IOWA 1. REQUIRED SAM REGISTRATION: Prior to submitting an offer, vendors must be actively registered in the System for Award Management (SAM) website, Registration instructions may be obtained, and online registration may be accomplished, at www.sam.gov. 2. SCHEDULE OF PRICES (CLINS): Offeror’s must read the entirety of this document and submit their quote to be considered for award. Offers received not complying with this requirement will be considered non-responsive and will be rejected. 3. LOW PRICE PROCUREMENT: Award will be made to the responsive, responsible Small Business only vendor capable of providing the SOW requirements at the lowest price to the Government. 4. DOCUMENTS TO RETURN: In order to be considered responsive, offerors shall complete and return all of the following:  Solicitation Cover Sheet, including taxpayer ID number, CAGE code, point of contact, phone number and email address.  First page of solicitation, including offeror’s complete mailing address, telephone number, offeror’s name, title, and signature.  Schedule of Prices (CLINs) Offerors must complete all fill-ins and assure all return pages are received by the due date. 5. TELEPHONE NUMBER: Offerors must provide on the first page of this solicitation a telephone number at which they can be contacted for a period of one week following the due date of this solicitation. Quotes from persons who cannot be contacted by telephone during normal office hours (8:00 a.m. through 4:00 p.m., CST) within the one-week period following closing of this RFQ will be considered non-responsive and will be removed from further consideration. 6. The work location is approximately 35 miles southeast of Des Moines, Iowa in Knoxville, Iowa. Lake Red Rock is a flood control reservoir in Iowa, with numerous parks and access areas managed by or leased from the U.S. Army Corps of Engineers. All supplies, equipment, transportation and installation shall be in accordance with these specifications and drawings in addition to the manufacturer’s specifications. Any proposed changes to the work hours must be coordinated with the Government POC. 1.6 COMPLETION TIME: Work shall be fully complete by 1 November 2026. 1.7 ENVIRONMENTAL CLEANUP: The contractor shall maintain a clean work area at all times. The contractor shall be responsible for the protection of the environment and will be required to restore all damages subject to the approval of the contracting officer. The contractor shall remove and dispose of all debris off Government property in a state approved disposal site unless specified otherwise. The contractor will be required to comply with all Federal and State environmental requirements. PART 2 – PRODUCTS 2.1 MATERIALS & EQUIPMENT SUPPLIED BY CONTRACTOR: All materials shall be new, undamaged, and meet or exceed the specifications and drawings as detailed in this scope of work. ⁻ Composite Play Structure to meet ASTM F1487 standards and specifications detailed in Part 3, section 2. ⁻ Americans with Disabilities Act (ADA) approved 100% recycled rubber mulch, brown in color, designed for playground surfacing application meeting ASTM F1292 standards to cover all playground use zone surface area at a depth to meet necessary critical fall height according to ASTM standards. ⁻ Fabric designed for underlayment of rubber playground mulch. 2.2 SUSTAINABILITY: The contractor shall meet the recycled content requirements set forth by EPA.
