This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation Number W912P726QA010 is issued as a request for quotation (RFQ) for Sewage Pumping Vault and Portable Restroom Rental Services for Lake Sonoma. This acquisition is Full and Open. Project Description: The U.S. Army Corps of Engineers (USACE), San Francisco District is seeking to contract professional septic services for Warm Springs Dam (WSD) (Lake Sonoma) located at Geyserville, California. The contractor's work and responsibility shall include all job planning, programming, scheduling, administration, inspection, and management necessary to accomplish specified services. The contractor shall make sure that work is accomplished in accordance with the contract and all applicable laws, municipal codes, regulations, and/or written directives issued by the Contracting Officer. The provisions at 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services, 52.212-2 Evaluation-Commercial Products and Commercial Services, and 52.212-4 Contract Terms and Conditions-Commercial Products and Commercial Services apply to this acquisition. See attachments for solicitation provisions and clauses (Attachment 1), Performance Work Statement (PWS – Attachment 2), and wage determination (Attachment 3) -- 1 of 4 -- Anticipated PERIOD OF PERFORMANCE: Base Year: 21 Sep 2026 to 20 Sep 2027 Option Year One (1): 21 Sep 2027 to 20 Sep 2028 Option Year Two (2): 21 Sep 2028 to 20 Sep 2029 Option Year Three (3): 21 Sep 2029 to 20 Sep 2030 Option Year Four (4): 21 Sep 2030 to 20 Sep 2031 Evaluation will be conducted in accordance with FAR 52.212-2. The solicitation number 2. The name, address, telephone number of the Officer 3. Active SAM registration (provide Offeror’s Unique Entity Identifier (UEI) and CAGE Code) 4. Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)) 5. A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments. 6. Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation. Quote sufficient to address all the evaluation factors listed under 52.212-2. For Technical, provide a capability statement demonstrating how the proposed products or services meet the requirements of the Performance Work Statement. Specific attention should be given to the Performance Work Statement requirements related to: o (1) the sewage treatment plant that will be used for waste disposal o (2) the need for the wage rates used for the quote are in compliance with the SCA wage rate for Sonoma County -- 2 of 4 -- o (3) demonstrate adequate field personnel to deliver services on site in response to emergency service requests within 6 hours of notification and non-emergency requests within 24 hours of notification, o (4) Information on field staff (name and location) conducting the onsite work o (5) Availability of equipment to be used for this project o (6) ability to begin delivery of services at the start of the period of performance. For Past Performance. If CPARS evaluations are not available, the Offeror shall submit a Past Performance Questionnaire (PPQ – Attachment 4). The Government may review and consider information obtained from other sources, e.g., CPARS information using CAGE/Unique Entity ID/SAM numbers of the teaming arrangement, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), etc. For Price, complete and submit the Pricing Schedule (Attachment 5) and include a price for each line item. Incomplete Pricing Schedule will be deemed unresponsive. Both unit price and total price will be evaluated for reasonableness. 7. Financial Bank letter (Financial status, Line of Credit, Number of overdrafts the company has had in past year, and the average balance of commercial account.
