STATEMENT OF WORK
PORTABLE LATRINES and HAND WASH STATIONS
(Saipan CMNI)
1.0 SCOPE OF WORK. In accordance with the schedule of services, the contractor shall
provide all qualified personnel, supervision, transportation, maintenance, operating costs,
equipment to unload, tools, materials, fuel, and any other necessary supply or service to
accomplish the complete performance of the services requested within the Statement of Work.
2.0 DESCRIPTION OF SERVICES. The contractor shall provide Portable Latrines and
Hand Wash Stations to location(s) to be specified within each Blanket Purchase Agreement
(BPA) Call.
2.1 Delivery Locations. Multiple locations in Saipan. Locations and layout of latrines and
handwashing stations will be coordinated after the call order is awarded.

2.2 Delivery Timeframe. Deliveries will be made by the vendor on multiple dates and at
times that will be confirmed at the time of the call order. Delivery POCs will be given
after the call order is awarded for coordination purposes.
2.3 PORTABLE LATRINE/PORTA-JOHN AND HAND WASH STATIONS:
The Portable Latrines shall be western-style free-standing portable plastic enclosures containing
a seated chemical toilet (filled with liquid disinfectant and deodorizer instead of water) and
include a lockable door and grated ventilation near the top. Industry Standard Dimensions: 116.6
cm width x 121.5 cm depth x 231.6 cm height. Units shall be free standing and provide for only
single person occupancy.
2.3.1 PORTABLE LATRINE:
The contractor shall perform the following servicing tasks at least once daily, or more frequently
if specified in an individual BPA Call, for all deployed units. The designated government
representative will establish the specific time(s) for daily service.
A. Pump out and remove all blackwater, greywater, and sewage from units.
B. Wash and sanitize the interior and exterior of all units using an EPA-Registered
Disinfectant, applied strictly in accordance with the product’s Directions for Use.
C. Restock each latrine with a minimum of two (2) rolls of toilet paper.
D. Replace urine cakes (if applicable).
E. Upon Government request, securely anchor any units placed in high-wind areas, such as
near a flight line.
F. If any unit becomes inoperable or damaged, it must be repaired or replaced by the next
business day.
2.3.2 HAND WASH STATIONS:
Handwash stations shall be free-standing, self-contained units that include, at a minimum, a
freshwater tank, a soap dispenser, and a catch basin for greywater. The contractor shall ensure

these units are fully serviced as part of the daily servicing requirement. Daily servicing must
include emptying and properly disposing of all greywater from the catch basin, in accordance
with local environmental regulations.
a) Co-location Requirement: A handwash station must be placed and maintained co-located with
portable latrines.
b) Water Quality and Supplies:
The contractor shall adhere to the following standards for all handwash stations:
1. Water Source: Potable water is the required standard for all handwash stations supporting
food service operations and is the preferred standard for all other locations. If non-potable
water is utilized for general sanitation stations, the contractor must affix a clear, durable,
and highly-visible sign to each unit stating: "NON-POTABLE WATER. DO NOT
DRINK." All water, whether potable or non-potable, must meet the sanitary standards
outlined in AFMAN 48-138.
2. Soap and Sanitizer: Stations will be stocked with normal liquid hand soap. Antibacterial
soap is not required. If hand sanitizer is ever provided as an emergency backup, it must
contain a minimum of 60% alcohol.
3. Paper Towels: Stations will be stocked with disposable paper towels for hand drying. The
contractor is also responsible for providing and emptying a dedicated garbage receptacle
at each handwash station for paper towel disposal.
2.3.3 PLACEMENT AND SETBACK REQUIREMENTS:
To comply with Air Force health regulations, the contractor must adhere to the following
minimum setback distances when placing portable latrines:
• At least 300 feet from any field food operations or dining facilities (IAW AFI 48-147).
• At least 300 feet from any natural or drinking water source (IAW AFMAN 48-138).
• At least 100 feet from any lodging or sleeping quarters.
• Note: The Government POC will assist the contractor in identifying placement locations
that meet these criteria.
3.0 MANAGEMENT. The contractor shall designate a Contract Manager, who is responsible
for the contract operations and is available to the Contracting Officer and designated government
representatives. The contractor shall provide in writing the name and contact information for the
Contract Manager within five (5) days after award of this agreement. Contractor Manager will be
made available during the Period of Performance dates. When contacted, the Contractor Manager
must respond within one (1) hour whether by phone or email correspondence.
3.1 MANAGEMENT CONTINUED:
A. The Contract Manager and contractor employees who have contact with United States
Government personnel must be able to read, write, speak and understand English. English
shall be the only language used with regards to this contract for written correspondence,
discussion, and other business transactions.
B. It will be the responsibility of the contractor to interface with all applicable locality
representatives to acquire necessary permits, surveying (if applicable), and all applicable
license requirements that will be in effect and enforced within the applicable locality.
Required permits (as appropriate to the locality) will be the responsibility of the
