Page 1 of 28 PERFORMANCE WORK STATEMENT (PWS) PATRICK SFB AQUATICS MANAGEMENT AND LIFEGUARD SERVICES May 2026 PART 1 GENERAL INFORMATION 1. GENERAL: This is a non-personal services contract to provide aquatics management and lifeguards services for the Patrick SFB Fitness Center Mission Training Pool and the Outdoor Recreation Community Recreation Pool. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1. Description of Services/Introduction: The Contractor shall provide all personnel, uniforms, transportation, supervision and non-personal services necessary to perform aquatics management and lifeguard services as defined in this PWS, except for those items specified as government-furnished property and services. The Contractor shall perform to the standards defined in this contract. 1.2. Background: The services required are to support the following pool operations. 1.2.1. Fitness Center Mission Training Pool consists of a 75 feet by 60 feet pool, 4’6” to 8’ feet in depth, with a pool volume of 215,000 gallons, 8 swim lanes and an ADA pool access chair. There is one single zone of patron surveillance. There is no diving board, diving blocks, water slide or affixed lifeguard stands. The theoretical maximum bathing load is 210 persons with lanes lines removed and 16 persons with lane lines. Maximum occupancy of the entire facility is 100 people. A hybrid storage and lifeguard station building is provided on site. Male and female restrooms and locker rooms are provided in the fitness center, less than a five-minute walking distance from the pool area. The purpose of this pool is to provide a lap swimming, aqua fitness and military readiness training and certification venue. Age and parental/legal guardian supervision restrictions apply. 1.2.2. Outdoor Recreation Community Recreation Pool consists of a 82 feet by 58’ feet (max width) L-shape pool, 3 to 6 feet in depth, with a pool volume of 94,000 gallons, 4 swim lanes, 4 detachable diving blocks and an ADA pool access chair. The theoretical maximum bathing load is 125 people with lane lines removed and 50 with lane lines established. There are four zones of patron surveillance. There are two affixed lifeguard stands positioned to provide unobstructed line of sight surveillance of bathers over the entire area of the pool. There is no diving board or water slide. There is a 641 square foot splash pad with a maximum bathing load of 10 people. Maximum occupancy of the entire facility is 125 people. Located on site is a 1,690 square foot building that houses a hybrid lifeguard station and first aid room, men’s and women’s shower, restroom and -- 1 of 28 -- Page 2 of 28 changing areas and patron check in area. The purpose of this pool is to provide a multi- use recreation, basic swim instruction and lap swimming venue. Age and parental/legal guardian supervision restrictions apply. 1.2.3. The services provided must result in the successful management of all contractor personnel and government-furnished equipment and facilities to ensure the safety of all patrons and contractor personnel and effective lifesaving measures when warranted. The services must conform to the guidance and standards stated in this contract. 1.3. Objectives: a. To ensure the safety of all patrons using the mission training and community recreation pool. b. To provide quality morale, welfare and recreation services to the authorized users of these facilities. c. To facilitate fitness and mission readiness for Active Duty and Department of War (DoW) civilian personnel. d. To sustain quality of life for DoW personnel and their family members. e. To seamlessly integrate professional and consistently reliable contracted aquatics management and lifeguard services to effectively execute a year-round pool program that meets patron needs, does not cause interruption to services, facilitates maximum life expectancy of government resources and prevents unauthorized use of government facilities and equipment. 1.4. Scope: 1.4.1. In accordance with DAFMAN48-143 Environmental Health Program Management, 16 January 2026, Attachment 9, RECREATIONAL WATERS AND MISSION TRAINING POOLS. 1.4.1.1. All operations, maintenance, and management procedures for mission training pools, swimming pools and splash pads will be in accordance with applicable regulations of the Department of the Air Force (DAF), the Centers for Disease Control (CDC) Model Aquatics Health Code (MAHC) and CDC Healthy Swimming, and applicable State or County Code. Where the regulations provide guidance on the same topic, the strictest guidance will be adhered to as stated in this PWS. 1.4.2. The type of services to be performed are the line of sight patron surveillance of all bathers in the pool, appropriate monitoring of patrons in all areas of the facility, screening for water survival ability of youth and children, professional enforcement of rules, performing first aid, water rescue and life saving measures when required, monitoring, recording and reporting pool water conditions, inspecting and reporting issues with equipment and facilities, screening patrons for entry into the facility and performing basic equipment and facility inspections and orderliness. -- 2 of 28 -- Page 3 of 28 1.4.3. The Contractor will ensure the day-to-day operation of the pools referenced in this PWS provide eligible patrons and Department of War (DoW) member trainees with safe and healthy conditions that meet the standards specified in the CDC MAHC and Healthy Swimming. 1.4.4. The Contractor or designated Aquatics Manager shall conduct the following services: 1.4.4.1.
