Description

This is a combined synopsis/solicitation for a commercial product/service prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The purpose of this requirement is to maintain uninterrupted access to a mature, validated software platform that directly supports NCATS research objectives in translational science and preclinical therapeutic development. The software contributes to the NCATS mission by helping investigators more efficiently identify promising chemical matter, evaluate biological relevance, and advance discovery efforts toward potential interventions for human diseases and conditions. COMMITMENT OF PUBLIC FUNDS The Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with the proposed acquisition. Any other commitment, either explicit or implied, is invalid. PREPARATION COSTS This RFQ does not commit the Government to pay for the preparation and submission of a quote. SUBMISSION REQUIREMENTS AND PROPOSAL DUE DATE: In order to receive an award, contractor must be registered and have a valid certification in Beta SAM (System for Award Management) https://beta.sam.gov/. Interested vendors capable of providing the Government with the services specified in this combined synopsis/solicitation shall submit electronic responses to Damian.Hurge@hhs.gov. Please reference solicitation 75N98026Q00470 on all correspondence to this notice. Quotes must be submitted electronically no later than Monday, June 15, 2026 at 2:30 PM EST.
