Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 and Subpart 13 as supplemented with additional information included in this notice. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for liquid argon microtank leasing and liquid argon delivery services that meets the specifications outlined below. This solicitation is set aside for small business. This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under Request for Quotation (RFQ) no. N0016726Q1093. The NAICS code is 325120 and the business size standard is 1200. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2025-06 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20251110. SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible quoters on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without discussions with quoters. Evaluation Factors (See 52.212-2- Evaluation—Commercial Products and Commercial Services) 1. This purchase will allow for the ordering of quantities of liquid argon and related services. The ceiling for this BPA shall be $349,999.00. 2.0 BACKGROUND: The NSWCCD's Code 618 has been assisting various program offices and programs, such as Naval Sea Systems Command (NAVSEA) 05T and United States Marine Corps (USMC) Program Manager Supply Maintenance Systems (PM SMS), with testing and evaluating metal AM processes and systems and producing metal AM parts. Metal AM systems require the use of an inert gas during their manufacturing processes. Code 618 has several metal AM systems that use argon as the inert gas and regularly consumes a large quantity of gaseous argon. The argon is purchased as liquid argon, and the tank has a vaporizer which vaporizes the liquid argon and supply gaseous argon to the systems. 3.0 OBJECTIVE: In this acquisition, the NSWCCD Code 618 requires a new blanket purchase agreement for the installation of a liquid argon micro bulk tank, ultra high purity (UHP) liquid argon refills, and associated service charges. The contractor shall provide the liquid argon micro bulk tank related materials and services over the course of the 5-year contract period as listed with maximum quantities indicated in Tables 1 and 2, below. 3.1 Minimum Specifications: The contractor shall provide the liquid argon micro bulk tank materials per Table 1, below. The tank shall be suitable for the safe storage of liquid argon and the vaporization of liquid argon. A movable tank is acceptable but not a requirement. The liquid argon shall be ultra high purity argon with 99.999% purity. 4.0 SPECIAL QUALIFICATIONS: The contractor shall be located within a distance range of NSWCCD, West Bethesda, MD, to enable the delivery of argon within 2 weeks of being notified of the requirement. NSWCCD may request delivery for less than 2 weeks if the vendor can accommodate within their scheduling.
