Page 1 of 43 PERFORMANCE WORK STATEMENT (PWS) Digital Learning Environment and Learning Management System (LMS) Support Services for the United States Army Noncommissioned Officer Academy (USANCOA) and the Sergeants Major Course (SMC) July 22, 2026 Part 1 General Information 1. General: This is a non‑personal services contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees; such contract employees shall be accountable solely to the Contractor, who in turn is responsible to the United States Government. This contract provides technical, administrative, and learning‑environment support to the United States Army Noncommissioned Officer Academy (USANCOA) and the Sergeants Major Course (SMC) under the U.S. Army Transformation and Training Command (T2COM). The purpose of this requirement is to sustain a modern, reliable, and accessible digital learning environment that supports the education and development of noncommissioned officers and senior enlisted leaders. The Contractor shall provide the personnel, expertise, and services necessary to maintain the Academy’s learning management capabilities, academic support systems, and associated instructional technologies that enable resident and distributed learning for USANCOA and SMC students and faculty. 1.0.1 Digital Learning Environment Overview: The digital learning environment supporting the USANCOA and the SMC serves as the technical hub for delivering training, education, collaboration, and courseware essential to developing noncommissioned officers and senior enlisted leaders under the T2COM. This environment provides students and faculty with access to course content, assessments, discussions, academic resources, and student management functions that enable monitoring, managing, and supporting learner progress throughout each program. It includes capabilities for content creation, storage, delivery, and academic administration, along with user support and troubleshooting to ensure reliable access to instructional technologies. The Contractor shall sustain these capabilities, maintain the associated learning systems, and provide responsive technical and academic support to ensure uninterrupted resident and distributed learning for USANCOA and SMC. 1.0.2 Non-Personal Services and Contractor Accountability: The Government shall not exercise any supervision or control over the Contractor’s employees performing the services herein; such personnel shall be accountable solely to the Contractor, who in turn is responsible to the United States Government. Contractor personnel shall not be subject, either by the terms of the contract or by the manner of its -- 1 of 43 -- Page 2 of 43 administration, to the supervision and control usually prevailing in relationships between the Government and its employees. 1.1 Description of Services/Introduction: This is a non‑personal services contract to provide learning management system support, academic technology support, and digital learning environment sustainment for the USANCOA and the SMC. The Contractor shall provide all personnel, expertise, and services necessary to operate, maintain, and support the USANCOA and SMC’s digital learning platforms, instructional technologies, academic support systems, and associated technical functions required to enable resident and distributed learning for USANCOA and SMC. 1.11 Period of Performance The period of performance for this contract shall consist of one (1) twelve-month Base Period and four (4) twelve-month Option Periods, for a total potential period of performance of sixty (60) months. The Government may exercise option periods in accordance with FAR 52.217-9, “Option to Extend the Term of the Contract,” and FAR 17.207. Option periods may be exercised at the sole discretion of the Government. The anticipated period of performance is as follows: • Base Period: 24 August 2026 – 16 August 2027 • Option Period 1: 17 August 2027 – 16 August 2028 • Option Period 2: 17 August 2028 – 16 August 2029 • Option Period 3: 17 August 2029 – 16 August 2030 • Option Period 4: 17 August 2030 – 16 August 2031 • 52.217-8 (Option to Extend Services): 17 August 2031 – 16 February 2032 If the Government elects not to exercise an option period, the contract shall expire at the end of the current period of performance. All work performed under this contract shall be completed within the designated period of performance unless otherwise directed by the Contracting Officer (KO). 1.2 Background: USANCOA and the SMC deliver advanced professional military education to develop noncommissioned officers and senior enlisted leaders across the Army. To support this mission, the USANCOA and SMC relies on a modern, reliable, and accessible digital learning environment that enables course delivery, student management, academic administration, collaboration, and instructional support. As the Army transitions under the T2COM, sustaining these digital learning capabilities is essential to ensuring continuity of instruction, academic rigor, and the ability to support both resident and distributed learning students. Contractor support is required to maintain the USANCOA and SMC’s learning management systems, instructional technologies, and academic support tools that underpin daily operations and the successful execution of USANCOA and SMC programs. 1.2.1 Mission Context: T2COM delivers education and training that develops the skills, knowledge, and attributes required of the Army’s NCOs.
